A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
APPROVING ENVIRONMENTAL ASSESSMENT 03-03
ACQUISITION OF 14134 SYCAMORE AVENUE
ASSESSOR'S PARCEL NUMBiER 314-201-20
WHEREAS, tal I (EA) 03-03, Poway Redevelopment
Agency, Applicant, proposes the appropriation of funds to purchase a 0.3-acre parcel
located at 14134 Sycamore Avenue, in the Rural Residential-C (RR-C) zone from Carmon
L. Steven. The project includes funds to compensate for resident moving exp d to
demolish the existing buildings on the property; and
WHEREAS, one of the existing buildings proposed for demolition was built prior to
1940, and a historical evaluation was performed pursuant to Chapter 17.45 of the Poway
Municipal Code to determine the historic imp f this building. Based on results of
the evaluation, the building was deemed not to be historically significant and designated a
Category D of the Poway Resource Protection Ordinance Number 296, Section 17.45.030.
Therefore, demolition of the building would not result in the loss of a historic structure and
would not constitute a significant environmental impact, and
WHEREAS, the Poway Redevelopment Agency is acquiring the property for
potential future open space and/or other recreational uses; and
WHEREAS, on May 6, 2003, the City Council held a duly advertised public hearing
to solicit ts from the public, both pro and con, relative to this application.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: The City Council has considered the Environmental Initial Study (ELS),
Negative Declaration (ND), and publ' I :1 on the ElS and ND. The subject
ElS and ND documentation are fully incorporated herein by this reference. The City
Council finds, on the basis of the whole record before it, that there is no substantial
evidence the project will have a significant impact on the environment, and that the ND
reflects the independent judgement and analysis of the City. The City Council hereby
approves the ND.
