A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING TENTATIVE TRACT MAP 85-04

WHEREAS, Tentative Tract Map No. 85-04, hereinafter "Map"
submitted by Cadillac-Fairview/California, Inc., applicant, for the
purpose of subdividing the real property situated in the City of
Poway, County of San Diego, State of California, described as por-
tion of the south half of the northeast quarter and the southeast
quarter of Section 23 and the west half of Section 24, and those
portions of the north half of the northeast quarter and the west
half of said Section 23 and the southeast quarter of the southwest
quarter and the southwest quarter of the southeast quarter of
Section 14, all in Township 14 south, Range 2 west, San Bernardino
Base and Meridian, in the City of Poway, County of San Diego, State
of California, according to United States Government Survey
approved September 11, 1879 into 100 lots, regularly came before
the City Council for public hearing and action on November 12,
1985; and
WHEREAS, the Director of Planning Services has recommended
APPROVAL of the Map subject to all conditions set forth in the
Planning Services Department report; and
WHEREAS, the City Council has read and considered said report
and has considered other evidence presented at the public hearing.
NOW, THEREFORE, the City Council of the City of Poway does
resolve as follows:
Section 1: Findings:
The City Council makes the following findings in regard to
Tentative Tract No. 85-04 and the Map thereof which are sup-
ported by evidence contained in Volumes 1, 2, 3, and 4 of the
South Poway Planned Community and elsewhere in the project
records:

The tentative tract is consistent with all applicable
general and specific plans;
The design or improvement of the tentative tract
is consistent will all applicable general and specific
plans;
The site is physically suitable for the type of
development proposed;

The site is physically suitable for the density of
the development proposed;

The design of the subdivision is not likely to cause
substantial environmental damage and avoidable injury
to humans and wildlife or their habitat;
The tentative tract is not likely to cause serious
public health problems;
The design of the tentative tract will not conflict
with any easement acquired by the public at large,
now of record, for access through or use of the pro-
perty within the proposed subdivision; and
That this project will not create adverse impacts on
the environment with the exception of those impacts
identified in the Final EIR for the South Poway
Planned Community for which a statement of overriding
considerations was adopted and a Negative Declaration
is issued.
Section 2:
Tentative Tract Map No. 85-04, a copy of which is on file in
the Planning Services office, is hereby approved subject to all
the following conditions:
I. STREETS--OFF-SITE
A. General
Ail streets shall be striped and signed to the
satisfaction of the City Engineer.
Street light standards regarding wattage and
spacing shall be subject to the review and
approval of the City Engineer and shall be low
pressure sodium.
Ail street alignments, profiles, and intersec-
tion sight distances shall be subject to the
review and approval of the City Engineer.
B. Pomerado Road
Pomerado Road from Poway Road to Poquito
Street shall be fully improved in accordance
with the City's Comprehensive Plan, prior to

final map approval for Phase I. Improvements
shall include, but not be limited to:

Portland Concrete Cement curb and gutter
on both sides, paved width and right-of-
way shall be subject to the approval of
the City Engineer. Concrete sidewalk on
both sides shall be required unless
otherwise waived by the City Engineer.
The intersection with Poway Road shall be
restriped to allow dual left-turn lanes
with a striped median island from north-
bound Pomerado Road to westbound Poway
Road. Any costs in modifying the
existing traffic signal shall be borne by
the developer.

The bridge across Poway Creek shall be
replaced to a width approved by the City
Engineer with five-foot sidewalks on both
sides. Modification of the alignment and
grade of Poway Creek shall be subject to
the review and approval of the City
Engineer.

Sound attenuation measures (walls,
earthen berms, or a combination of the
two) shall be provided adjacent to
existing residential development to
comply with General Plan requirements.

Transition from right-of-way and paved
widths as necessary, shall be subject to
the review and approval of the City
Engineer.
Old Pomerado Road shall be redesigned and
reconstructed in the vicinity of its
intersections with new Pomerado Road.
The final alignment of Pomerado shall be
subject to City Council review and
approval.
C. Oak Knoll Road
The developer shall pay their pro-rata share
(not to exceed $10,000) of the traffic signal
installation at Poway Road and Oak Knoll Road
prior to final map approval for Phase I.

The developer shall pay their pro-rata share
for the widening of Oak Knoll Road at the
intersection of Poway Road, prior to final map
approval for Phase I.
D. Community Road
The unimproved portion of the west side of the
road south of Poway Creek shall be improved to
the satisfaction of the City Engineer.
II. STREETS--ON-SITE
A. General
1. Ail streets shall be public.
2. Ail streets shall be striped and signed to the
satisfaction of the City Engineer.
Ail street sections shall be improved as shown
on the tentative map and in the Development
Standards Volume No. 2, except for Community
Road south of South Poway Arterial (SPA).
This portion of Community Road shall be
reduced to a width of 65 feet. Bike routes
are not designated for this section of
Community Road.
4. Right-of-way is as shown on the tentative map,
to the back of curb, except for Pomerado Road.
Sidewalks, jogging paths, and bike routes
shall generally be located as shown on the
tentative map and the Development Standards
Volume No. 2 and shall be to the satisfaction
of the City Engineer. Sidewalks shall meander
whenever possible to the satisfaction of the
City Engineer.
Street light standards regarding wattage and
spacing shall be subject to the review and
approval of the City Engineer and shall be low
pressure sodium.

8. Ail cul-de-sacs shall have a minimum curbline
radius of 38 feet.

Traffic control measures at unsignalized
intersections shall be reviewed and approved
by resolution of the City Council.
10.
The right-of-way for South Poway Arterial,
North Loop Road, Community Road, and South
Loop Road in Phase II shall be offered for
dedication prior to finalization of Phase I.
11.
Access and public utilities shall be provided
to Lot 4 to the satisfaction of the City
Engineer.
B. Pomerado Road
Pomerado Road shall be fully improved prior to
final map approval for Phase I. Improvements
shall include, but not be limited to, those
improvements as shown on the tentative map and
in the Development Standards Volume No. 2.
Full traffic signal improvements shall be
required at the intersections of North Loop
Road and South Poway Arterial (SPA), prior to
final map approval for Phase I.
Improvements for Pomerado Road, south of SPA
to the City limits, shall include two traffic
lanes matching the ultimate alignments as
approved by the City Engineer as Phase I, and
shall be widened to four lanes for Phase II.
Improvements to Pomerado Road shall include
raised landscaped median islands and sound
attenuation measures.
5. The final alignment of Pomerado Road shall be
subject to City Council review and approval.
C. North Loop Road
North Loop Road shall be improved to a maximi-
mum 65 foot width from Pomerado Road to
Community Road. Between Pomerado Road and Lot
2 the width may be reduced in accordance with
the traffic engineering report to the satis-
faction of the City Engineer.

Striping for the intersection of North Loop
Road and Pomerado Road shall include dual
left-turn lanes on southbound Pomerado Road
and two eastbound lanes along North Loop Road.
The transition from two eastbound lanes to one
lane shall be reviewed and approved by the
City Engineer.
3. North Loop Road east of Community Road shall
be improved to a 65 foot width with Phase II.

A pre-grading survey of the houses along the
south side of Hill Country Drive shall be con-
ducted to the satisfaction of the City Engineer.
D. Community Road
Community Road shall be constructed in half
street improvements with each phase. The
raised landscaped median island shall be
constructed with Phase I.
Except for Lot 92, abutter's rights of access
shall be waived and shown on the final map for
lots contiguous to Community Road from Metate
Lane to SPA.
Full intersection and traffic signal improve-
ments shall be required at Metate Lane and SPA
with Phase II.
Community Road, south of SPA shall be reduced
to a street width of 65 feet. Bike routes are
not planned for this segment of Community
Road. The road shall be improved with Phase
II and shall include a raised landscaped
median from SPA to "C" Street.
The final alignment of Community Road shall be
subject to City Council review and approval.
Wherever possible, existing Sycamore trees
which must be removed shall be transplanted in
the same general area to the satisfaction of
the Director of Planning Services.
E. South Powa¥ Arterial (SPA)
SPA west of Community Road shall be
constructed in half street improvements with
each phase. The raised landscaped median
shall be constructed with Phase I.

Abutter's rights of access shall be waived and
shown on the final map for all lots contiguous
to SPA from Pomerado Road to the east sub-
division boundary.
SPA east of Community Road shall be offered
for dedication and graded to a 106 foot curb-
to-curb width as a condition of Phase II, or
when property to the east develops (whichever
is sooner).
Full intersection and traffic signal improve-
ments shall be required at South Loop Road and
Community Road with Phase II.
Barricades and guard posts shall be installed
to the full satisfaction of the City Engineer
at the east terminus of SPA.
F. South Loop Road
Improvements shall be made north of SPA ("J"
Street) with Phase I and shall be improved to
a 65 foot width.
Improvements to the remainder of the road
shall be 65 feet in width and shall be made
with Phase II.
Transition for half street improvements for
South Loop Road near the intersection of
Communit~, Road, shall be subject to the review
and approval of the City Engineer with Phase
II. South Loop Road shall be realigned to the
south to conform with the Community Plan, to
the satisfaction of the City Engineer.
Barricades and guard posts shall be installed
at the east terminus of South Loop Road to the
satisfaction of the City Engineer.
Ail other lettered streets as shown on the
tentative map shall be constructed to widths
and improvements as shown on the tentative map
and in the Development Standards Volume No. 2.

G. Metate Lane
Metate Lane shall be redesigned to include a
"tee" intersection at Community Road. This
redesign shall also include full intersection
and traffic signal improvements. Such impro-
vements shall be installed prior to final map
approval for Phase I, and be subject to the
approval of the City Engineer. The south side
of Metate Lane shall be widened to 40 feet
curb-to-curb cross section from the east boun-
dary of the Sunwood tract to Community Road.
III.
GRADING
ae
Landslides present in areas to be graded or that
could effect the proposed roads, shall be stabi-
lized as recommended by the engineering geologist
for the project and to the satisfaction of the City
Engineer.
Ail landslides, including those located along SPA,
North Loop Road, and Community Road, shall be
thoroughly addressed and investigated to the satis-
faction of the City Engineer. Specific recommen-
dations including buttressing and/or remedial
grading in these areas, shall be included within
the mass and final grading plans.

Ail cut slopes, including the slopes along North
Loop Road and South Poway Arterial, shall be
observed and documented by an engineering geologist
during grading operations to verify that the
exposed soil and geologic conditions do not differ
significantly from those anticipated.

Locations for all detention basins shall be
investigated by an engineering geologist to iden-
tify possible adverse effects as they relate to
retention of water to the existing soil and geolo-
gic conditions to the satisfaction of the City
Engineer.

The project's geotechnical consultant shall address
the fills in excess of 50 feet planned for the pro-
ject regarding long-term consolidation. Additional
mitigating measures shall be reviewed and approved
by the City Engineer prior to placement of such
fills.

Additional subsurface investigation shall be
required in the area of Lot 94 and 95.
Ail subsurface drains shall be shown on the mass
grading plan.
The geotechnical investigation shall extend offsite
to evaluate potential impact for landslides and
drainage problems to the satisfaction of the City
Engineer.
1½:1 fill slopes will not be accepted.
1½:1 cut slopes will not be accepted, unless other-
wise approved by the City Engineer and recommended
by the projects geotechnical consultant.
The mass grading plan shall include an erosion
control plan showing sandbagging and siltation
basins. All slopes greater than 5 feet shall be
hydroseeded and irrigated or soil sealed to the
satisfaction of the City Engineer.
The final grading plan for each phase shall include a
permanent landscape and irrigation system to the
satisfaction of the City Engineer, City Landscape
Architect, and the Directors of Planning and Safety
Services.
Quarrying or export of excess material shall be sub-
ject to the approval of the City Engineer.
The slope generated along South Poway Arterial
affecting Lot 45, shall be redesigned to allow for a
2:1 or greater fill slope.
Lot 94 shall be designed so as not to create a
ponding situation downstream of the existing dam.
Stability investigation shall be required for earth
material used for detention basins and shall be sub-
ject to the review and approval of the City Engineer
prior to its construction.
A letter of permission to grade from the affected
property owners, shall be required for all offsite
grading prior to the approval of the mass grading
plan if the plan involves any offsite properties.
A pre-grading survey of the houses along the south
side of Hill Counctry Drive shall be conducted to the
satisfaction of the City Engineer.
The grading for Lot 4 shall be subject to review and
approval of the City Council.

Do
Prior to final map approval for each phase, the deve-
loper's engineer shall prepare and submit a detailed
hydrology and hydraulic report on the project
verifying that the total runoff from the completed
project does not exceed the undeveloped condition.
This study shall be subject to the review and appro-
val of the City Engineer, and its results shall be
implemented in each phase of grading and drainage
improvements.
A detailed hydrologic analysis shall be required for
each detention basin addressing storage routing.
This analysis shall be subject to the review and
approval of the City Engineer.
Ail public storm drain easements shall be a minimum
of 20 feet in width.
Ail joint public easements other than the general
utility easements adjacent to roadways shall be a
minimum of 30 feet in width.

A 20 foot minimum storm drain easement shall be
granted to the City over the outlet on Lot 1.
Velocities in storm drain pipes in excess of 20 fps,
shall require thick-walled reinforced concrete pipe.
Ail inlet and outlet structures shall include energy
dissipators to the satisfaction of the City Engineer.
SEWER

The developer's engineer shall prepare a wastewater
hydrology and hydraulic report for the Pomerado
Business Park and including tributary areas in the
SPPC for review and approval by the City Engineer.
Each phase's sewer line shall be sized based upon the
approved report.
Lots 49, 50, 68, 77, and 92 shall be designed for
gravity sewer flow.
All sewer mains not located within streets shall have
a 20 foot minimum width easement and a maintenance
road to access each manhole. Design and construction
of the maintenance road shall be subject to the
review and approval of the City Engineer.

WATER

A water system shall be designed and constructed with
each phase as detailed in a water analysis study
approved by the City Engineer.
A reclaimed water system shall be sized and installed
for landscaping and irrigation to the satisfaction of
the City Engineer. Prior to final map approval for
each phase, a deed covenant shall be recorded
requiring property owners to agree to join and par-
ticipate in a future water reclamation district.
FEES AND DEPOSITS
ae
A sewer connection deposit (estimated $3,125,000.00)
shall be paid based upon a detailed wastewater hydro-
logy report prepared by the developer's engineer and
approved by the City Engineer, with an equivalent
dwelling unit flow of 285 gpd. Actual sewer fees
shall be calculated at the time of issuance of a
building permit and credit shall be calculated at the
time of issuance of a building permit and credit
shall be given toward the deposit.
A traffic mitigation deposit (estimated
$1,520,000.00--700,000.00 for Phase I and $820,000.00
for Phase II) shall be paid prior to final map appro-
val for each phase. Actual Traffic Mitigation Fees
shall be calculated at the time of issuance of a
building permit and credited toward the deposit.

A $1,000,000.00 ($444,444.00 for Phase I and
$555,556.00 for Phase II) Water Treatment Plant
expansion mitigation fee, shall be paid prior to
final map approval for each phase.
A water connection deposit (estimated $1,242,000.00-
-552,000.00 for Phase I and $690,000.00 for Phase
II), shall be paid prior to the issuance of building
permits each phase. Actual fees shall be calculated
at the time of issuance of a building permit and
credit shall be given toward the deposit.
E. Drainage fees shall be paid prior to final map appro-
val for Phase I (estimated $792,000.00).

VIII. RECREATIONAL FACILITIES
Ail equestrian trails shown on the tentative tract
shall be improved to the City of Poway standards and
dedicated to the City. An additional offsite trail
connection shall be provided on the north side of the
North Loop Road within the right-of-way of Pomerado
Road to the satisfaction of the Director of Community
Services.

Where equestrian trails cross roadways, equestrian
signal buttons and crosswalks shall be provided to
the satisfaction of the Directors of Public Services
and Community Services.
An equestrian trail shall be provided which connects
the proposed equestrian staging/picnic area to the
northerly trail easement.
The final design of the proposed recreational faci-
lity on Lot 92 shall be completed to the satisfaction
of the Director of Community Services prior to final
map for Phase II of the project. The recreational
facility shall be constructed to the satisfaction of
the Directors of Public Services and Community
Services prior to the granting of occupancy for any
buildings in Phase II.
Maintenance of the equestrian staging/picnic area and
recreational facility shall be the responsibility of
the Property Owners' Association and shall be stipu-
lated in the CC&R's and/or Articles of Incorporation.
IX. TRANSIT FACILITIES
Prior to the final map approval, all transit routes
and bus shelter and turnout locations shall be deter-
mined to the satisfaction of the Director of
Community Services. Turnout locations shall be
included in the street improvement plans and shall be
designed in accordance with the SPPC Development
Plan. Bus bench shelters, trash containers and group
newpaper boxes shall be provided to the satisfaction
of the Director of Community Services at specific
locations with street improvements.

FIRE PROTECTION

Where required by the Director of Safety Services
and/or Fire Marshal, transition fuel management zones
shall be incorporated into the project to lessen the
impact of potential brush fires on perimeter lots.

Any building over 5,000 square feet in area or with
an occupant load of 100 persons or more shall have
automatic fire control sprinkler systems in accor-
dance with City of Poway Ordinance 131.
Ce
Prior to final map approval for Phase I, a pro rata
share of the cost of a fire engine with a 1,500 gpm,
55 foot squirt aparatus shall be paid by the deve-
loper based upon his share of industrial/commercial
acreage within the SPPC as a necessary means of pro-
viding adequate fire protection to the
industrial/commercial area. The pro rata share shall
be based upon a total current cost of $241,680 and
shall be subject to increases of seven percent per
annum.
The developer shall include within the CC&R's and/or
the Articles of Incorporation of the Property Owner's
Association a stipulation requiring participation in
the County and City hazardous materials disclosure
ordinance and the planning for control of such
materials.
NOISE
Construction activities shall be limited to the hours
of 7:00 a.m. to 7:00 p.m., Monday through Saturday.
In addition, all construction equipment should be
equipped with effective muffling devices and shall
utilize City Department of Public Services designated
routes of ingress and egress.
BIOLOGY
In accordance with the SPPC Development Plan and
Development Standards, a variety of native plant spe-
cies shall be utilized and revegetation of graded
slopes to mitigate impacts upon biological resources
resulting from the north loop road extension. In
addition, sycamores and willows will be planted
within the existing natural canyon bottom north of
the proposed roadway extension to enhance existing
vegetation and to screen views of the road from resi-
dential properties to the north.

Maintenance of common open space lots and other
landscaped areas shall be the responsiblity of the
Property Owners' Association and shall be stipulated
in the CC&R's and/or Articles of Incorporation. It
shall also be stipulated that the City has the right
to review and modify the level of maintenance.
Proposed Community Road and Midland Road extensions
and the extension of tne north loop road should be
aligned such that loss of sycamore woodland or willow
riparian trees is minimized and trees removed shall
be replaced in accordance with the SPPC Development
Plan and Development Standards.
The spoils of earthmoving, including road construc-
tion, shall be confined within the identified limits
of grading whenever possible. Exposed fill slopes,
wherever they occur, should be surfaced with topsoils
and revegetated before they are eroded by rainfall.
A mulch may be required to protect fill slope sur-
faces while vegetation is being established.
Access control methods such as signage, fencing, and
other forms of barriers should be utilized on trails
planned within natural open space or rural residen-
tial areas, in order to minimize habitat disruption.
Of particular concern is the need to restrict off-
road vehicles within grassland slopes.
Buffer zones, setbacks, easements, and open space
should be utilized in order to separate natural areas
from developments. This practice would also help
prevent invasion of native plant communities by exo-
tic landscape vegetation and thus preserve the
integrity of natural habitats.
A spring biological resources survey shall be con-
ducted to determine the presence or absence of anti-
cipated sensitive species. Survey emphasis should
also be placed on sensitive habitats such as sycamore
woodlands on the ungraded portion of the site to the
satisfaction of the Director of Planning Services.
The survey shall be reviewed by the City council
prior to its approval.
Prior to grading the property, the developer shall
allow access for an organized group to the site to
permit removal of any coastal barrel cactus which
would otherwise be destroyed by grading.

XIII. CULTURAL RESOURCES
Ail stands of Juncus on the property which would be
affected by grading shall be identified and replanted
in a suitable location on-site to the satisfaction of
the Director of Planning Services.

Prior to the issuance of a grading permit, specific
measures for treatment of cultural resources iden-
tified during construction shall be prepared by a
certified archaeologist and submitted to the Director
of Planning Services for approval. Such measures
shall specify work stoppage procedures, monitoring
requirements, and funding responsibilities.

Additional literature review survey and photographic
work, and excavation of identified archaeological
resources may be required as a result of impacts
resulting from off-site construction activity (e.g.,
street and utility extensions, off-site grading) in
conjunction with subsequent detailed plans.
XIV. TRAFFIC AND CIRCULATION
ae
The developer shall include within the Convenants,
Conditions, and Restrictions (CC&R's) and/or Articles
of Incorporation of the Property Owners' Association
a stipulation requring on-site transit coordinator(s)
to devise and implement carpooling and vanpooling
programs within the commercial/industrial area.
These programs should also include incentives for
using alternative transportation modes and "flextime"
or nontraditional work scheduling to lighten park
hour traffic volumes. Ten percent of the employment
area parking spaces shall be preferential spaces
designated for carpools/vanpools.
XV. POLICE SERVICE

The CC&R's and/or Articles of Incorporation of the
Property Owners' Associaton shall include stipula-
tions requiring the implementation of a crime preven-
tion program for the commercial/industrial zone.
XVI. WASTEWATER
ae
Policies and regulations of the Poway Water
Conservation Element and the State Water Resources
Board shall be applied and incorporated in the
building of structures and site development in order
to reduce the project's wastewater collection and
treatment requirements.

XVII. WATER

The policies and regulations of the Poway Water
Conservation Element and the State Water Resources
Board shall be implemented and incorporated in the
building structures and site development. Included
are low-flow showers, low-flush toilets, and water
conserving applicances and irrigations systems.
XVIII. AESTHETICS
A. Roads
In accordance with the SPPC Development Plan and
Development Standards, all cut and fill slopes
shall be contoured where feasible to blend into
the natural topography and promptly revegetated
with native or introduced plant species com-
patible with surrounding open space. Countour
grading shall be shown on the final grading
plans. Areas where contour grading should be
utilized include, where practical as determined
by the City Engineer, slopes along streets open
to public view, large fill slopes, slopes along
project entries and the South Poway Arterial
within the 50 foot setback. Contour grading
should not be required on interior slopes not
generally visibile to the public.
In accordance with the SPPC Development Plan and
Development Standards, landscaped buffers shall
be provided along roadways to screen views.
Project Perimeters
Potentially visible edges of the loop road and
other perimeter roads shall be screened with
vegetation compatible to the surrounding natural
area.
Fill slopes shall be contoured to approximate as
much as possible the existing topography and
promptly revegetated with native or introduced
species.
Structures near potentially visible perimeter
areas shall be screened with landscaping, and
limited to one story in height and/or set back
an appropriate distances from the development
edge.

Internal Design
Landscaping shall be provided throughout the
proposed development to soften visual impacts
and enhance the aesthetic character of the pro-
ject. Guidleines for the planning of project
landscaping and its maintenance are set forth in
the SPPC Development Plan and Development
Standards texts.
Low pressure sodium lamps and lampshields shall
be used in street and parking lot lighting to
respect the "night sky" requirements of local
observatories.
Air Resources
Pursuant to detailed project-level traffic stu-
dies, an analysis of local air quality at key
roadway intersections shall be performed for
existing and future (year 2005) conditions.
Landscaping
A Master Plan of the existing on-site trees
shall be provided to the Planning Services
Department prior to the issuance of building
permits and prior to grading, to determine which
trees shall be retained.
Existing on-site trees shall be retained
wherever possible and shall be trimmed and/or
topped. Dead, decaying or potentially dangerous
trees shall be approved for removal at the
discretion of the Planning Services Department
during the review of the Master Plan of existing
on-site trees. Those trees which are approved
for removal shall be replaced on a tree-for-tree
basis as required by the Planning Services
Department.
INFORMATIONAL CONDITIONS
Noise
Industries shall provide noise attenuation devi-
ces for equipment of machinery producing
excessive noise levels.

Prior to granting occupancy for any buildings,
an accredited expert or authority in the field
of acoutics shall submit evidence in accordance
with the following procedures which certifies
that local noise standards will be satisfied:
An acoustical analysis report describing in
detail the exterior noise environment and
the acoustical design features required to
achieve the interior noise standards shall
be submitted to the Director of Planning
Services for approval.
Prior to granting of occupancy, satisfac-
tory evidence shall be submitted to the
Director of Planning Services, which indi-
cates that the sound attenuation measures
specified in the approved acoustical report
have been incorporated into the design of
the project.
B. Police Service
Security alarm systems shall be installed on all
commercial/industrial buildings.
Security lighting shall be installed in all
parking lots and walkways through
commercial/industrial areas.
Siting of landscaping, parking lots, and walk-
ways shall be designed to maximize pedestrian
and auto safety.
Energy Conservation
Energy-efficient structures should be
constructed utilizing both building design and
siting, and landscaping design such as:
taking advantage of heating/cooling by
sun/wind exposure;
utilizing energy-efficient lighting
systems; and
incorporating solar water heating systems
as feasible or constructing buildings to
allow easy installation of such systems
later.

Project architects and planners should comply
with SDG&E recommendations for applying energy
conservation techniques.
Full advantage should be taken of opportunities
to utlitze cogeneration or heat exchange systems
within industrial and commercial land uses.
Property owners and tenants within the project
are encouraged to recycle waste materials at the
site or in the landfill process.
D. Aesthetics
Roofs should be constructed of low-reflective
material, and mechanical equipment should be
screened architecturally.
Architectural design, building materials,
signage, and exterior lighting should be subject
to strict, harmonious design controls to be spe-
cified in the SPPC Development Standards, and
subsequent detailed plans.
E. Air Resources
Project and structural design should include, at
a minimum, the following:
energy-efficient lighting
optimum insulation standards
solar access siting
solar space heating/hot water systems/pool
heating
energy-efficient built-in appliances
F. Planning/Building Services
The applicant shall comply with the latest
adopted Uniform Building Code, Uniform
Mechanical Code, Uniform Plumbing Code, National
Electric Code, Uniform Fire Code, and all other
applicable codes and ordinances in effect at the
time of building permit issuance.
For a new commercial or industrial development,
or addition to an existing development, the
applicant shall pay development fees at the
established rate. Such fees may include, but
not be limited to: Permit and Plan Checking
Fees, Water and Sewer Service Fees. These fees
shall be paid prior to final map approval.

Street names shall be approved by the Planning
Services Department prior to the recordation of the
final map, and street addresses shall be provided
prior to the issuance of building permits.
XX. MITIGATION MEASURES FOR NORTH LOOP ROAD EXTENSION
A. Noise
A minimum eight foot earthern berm shall be
constructed north of the proposed north loop exten-
sion roadway to attenuate traffic noise impact upon
residential uses to the north (Hill Country Drive
Area). A heavy landscaping treatment consisting
of trees and shrubs shall be provided in the
berm area.
Biology
A variety of native plant species shall be utilized
and revegetation of graded slopes to mitigate
impacts upon biological resources resulting from
road extension. In addition, Sycamores and Willows
will be planted within the existing natural canyon
bottom north of the proposed roadway extension to
enhance existing vegetation and to screen views of
the road from residential properties to the north.
Wherever possible, existing Sycamores which must
be removed shall be transplanted in the same
general area to the satisfaction of the Director
of Planning Services.
C. Geology/Soils
Ail grading shall be performed in accordance with
the "RECOMMENDED GRADING SPECIFICATIONS" presented
by the engineering geologist for the project.
Landslides present in areas to be graded or that
could effect the proposed road shall be stabilized
as recommended by the engineering geologist.
One confirmed landslide and two possible slides
were identified south of the proposed road
alignment. Specific recommendations concerning
remedial grading in this area shall be included
within the final grading plans.

The berm north of the road extension should be
composed of well compacted granular material
derived from the Stadium Conglomerate.
According to the surficial slope stability ana-
lysis the proposed cut and fill slopes should be
stable against surficial failures at the pro-
posed inclinations suitable soils are used for
slope instruction as recommended by the engi-
neering geologist.
Ail cut slopes, including the slopes south of
the north loop road extension, shall be observed
by an engineering geologist during grading to
verify that the exposed soil and geologic con-
ditions do not differ significantly from those
anticipated.
Ail slopes shall be landscaped and properly
maintained in accordance with the development
standards of the South Poway Development Plan.
D. Landform Alteration/Visual Quality
The intersection of the North Loop Road with
Pomerado Road shall be landscaped in accordance
with the guidelines for entry corridors con-
tained within the South Poway Development Plan.
Ail grading, erosion control, revegetation, and
landscaping activities associated with the north
loop road extension shall conform to guidelines
provided in the South Poway Development Plan and
Development Standards.
The project landscaping plan shall include a
method for introducing larger native plants
(trees and shrubs) on the open space areas.
The landscaping plan shall include the replace-
ment of all mature trees removed on a one for
one basis with a minimum size 36-inch box speci-
men.
Ail open space areas shall be privately owned
and maintained by the Property Owners'
Association. The CC&R's and/or Articles of
Incorporation shall provide for such maintenance
and shall stipulate that the City has the right
to review and modify the level of maintenance.

The subdivider shall provide a landscape main-
tenance program which includes standards
describing the level of maintenance for use
within the project to the satisfaction of the
City Engineer and the City Landscape Architect
prior to final map approval for Phase I.
Ail of the landscape plan for this project shall
be prepared in accordance with guidelines for
landscaping contained within the South Poway
Development Plan and Development Standards.
E. Drainage
Run off from the proposed roadway extension
shall be captured in a standard storm drain
system and shall be conveyed in an east-to-west
direction through a detention basin to an accep-
table outlet west of Pomerado Road.
XXI.
GENERAL REQUIREMENTS AND APPROVALS
A copy of the Covenants, Conditions and Restrictions
(CC&R's) and/or Articles of Incorporation of the
Homeowners Association shall be subject to the review
for compliance with conditions herein, to the satis-
faction of the City Attorney and Director of Planning
Services, and shall be filed with the Secretary of
State, the County Recorder and the City Clerk at the
time of final map consideration.

Prior to recordation, a Notice of Intention to form
Landscape and/or Lighting Districts shall be filed
with the City Council. The engineering costs
involved in district formation shall be borne by the
developer and the district shall include landscaped
medians, sidewalks, and trails.
Final parcel and tract maps shall conform to City
standards and procedures.
De
Ail provisions of the Subdivison Ordinance of the
Poway Municipal Code shall be met as they relate to
the division of land.
When improvements of supplemental size, capacity or
number for the benefit of property not within the
boundaries of the subdivision are required, the City
may enter into a reimbursement agreement with the
subdivider in accordance with the City Subdivision
Ordinance.

Prior to final map approval, all of the above improve-
ments and requirements shall be installed and provided,
or deferred by guaranteeing installation within two years
from map recordation or prior to building permit issu-
ance, whichever occurs first, by the execution of a per-
formance agreement, secured with sufficient securities,
in a form approved by the City Attorney. All necessary
processing fees, deposits, and charges shall be paid
prior to final map approval. All improvements may also
be provided by a Community Facilities District as deter-
mined by the City Council.
