November 4, 1986 Election
ABSTIUlCT
It is necessary for the City Council to take certain actions in relation to the
upccming election. Resolutions must be adopted: a) calling the electionl b)
requesting the County to oonsolidatel and c) setting word limits and oost for
candidates. It is recarm:mded that the city Council adopt the attached
resolutions.

state law gives the option of 200 or 400 words for the candidate's statanent.
The City's past practice has been to set a limit of 200 words.
state law also gives the Council the option of charging the candidates for all
or part of the oost of printing the candidate's statanent. Past practice has
been to charge a $50.00 flat fee and the city absorbs the difference. In 1984,
the difference was approximately $30.00 per candidate.

Calling and Giving Notice of the Holding of a General Municipal
Election to be held on Tuesday, NoITanber 4, 1986, for the Election of
Certain Officers as Required by the provisions of the Laws of the state
of California Relating to General Law cities"l
2) "A Resolution of the city Council of the city of PcMa.y, California,
Requesting the Board of Supervisors of the County of San Diego to
Consolidate a General Municipal Election to be held on NoITanber 4,
1986, With the Statewide General Election to be held on the Date
Pursuant to Section 23302 of the Elections Code"l and

WHEREAS, under the provisions of the laws relating to general law cities in
the state of California, a general municipal election shall be held on November
4, 1986, for the election of municipal officers.

Section 1. That pursuant to the require:nents of the laws of the State of
California relating to General Law cities, there is called and ordered to be
held in the city of PcMay, California, on Tuesday, November 4, 1986, a general
municipal election for the purpose of electing three natibers of the City Council
for the full teJ:m of four years.
Section 2. 'nlat the ballots to be used at the election shall be in fonn
and oontent as required by law.
Section 3. 'nlat the City Clerk is authorized to procure and furnish any
and all official ballots, notices, printed natter and all supplies, equip-
rrent and paraphernalia that nay be necessary in order to properly and
lawfully conduct the election.
Section 4. 'nlat the polls for the election shall be open at seven
o'clock a.m. of the day of the election and shall remain open continuously
fran that tiIre until eight o'clock p.m. of the saxre day when the polls shall
be closed, except as provided in Section 14301 of the Elections Code of the
state of California.
Section 5. 'nlat in all particulars not recited in this resolution, the
election shall be held and conducted as provided by law for holding munici-
pal elections.
Section 6. 'nlat notice of the tiIre and place of holding the election is
given and the City Clerk is authorized, to give further or additional notice
of the election, in tiIre, fonn and nanner as required by law.

Section 1. 'lbat pursuant to the requirarents of Section 23302 of the
Elections Code, the Board of SUpervisors of the County of san Diego is
hereby requested to consent and agree to the oonsolidation of a general
municipal election with the statewide general election on Tuesday, November
4, 1986, for the purpose of the election of three !lBIlbers of the City
CCllilcil.
Section 2. 'lbat the Registrar of Voters is authorized to canvass the
returns of the general municipal election. '!be election shall be held in
all respects as if there were only one election, and only one form of ballot
shall be used.
Section 3. 'lbat the Board of SUpervisors is requested to issue instruc-
tions to the Registrar of Voters to take arry and all steps necessary for the
holding of the oonsolidated election.
Section 4. 'lbat the city of PcMay recognizes that additional costs will
be incurred by the CCllilty by reason of this oonsolidation and agrees to
reimburse the County for any costs.
Section 5. 'lbat the city Clerk is hereby directed to file a certified
copy of this resolution with the Board of SUpervisors and the Registrar of
Voters of the CCllilty of san Diego.

WHEREAS, Section 10012 of the Elections Code of the state of California pro-
vides that the governing body of any local agency adopt regulations pertaining
to materials prepared by any candidate for a I1D.ll1icipal election, including oosts
of the candidates statanent.

Section 1. GENERAL PRO\1ISIONS. That pursuant to Section 10012 of the
Elections Code of the state of California, each candidate for elective
office to be voted for at an election to be held in the City of P<::May may
prepare a candidate's statanent on an appropriate fonn provided by the city
Clerk. '!he statanent may include the naxre, age and occupation of the can-
didate and a brief description of no rrore than 200 words of the candidate's
education and qualifications expressed by the ~date himself or herself.
The statanent shall not include party affiliation of the candidate, nor
membership or activity in partisan political organizations. '!he statanent
shall be filed in the office of the City Clerk at the tine the candidate's
n:mi.nation papers are filed. '!he statanent may be withdrawn, but not
changed, during the period for filing nanination papers and until 5:00 p.m.
of the next working day after the close of the nanination period.
Section 2. SPANISH r..AN3UAGE. '!he City Clerk shall have translated and
printed in the voters pamphlet only the candidates statanents of those can-
didates who request translation and printing. Costs of translation shall be
. paid for by the candidate in advance.
Section 3. ADDITICNAL MATERIALS. No candidate will be permitted to
include additional materials in the sanple ballot package.
section 4. PAYMEN.l' . Each candidate shall pay in advance fifty dollars
($50.00) for the printing and distribution of the candidate's statanent in
the voter's pamphlet.
Section 5. '!he city Clerk shall provide each candidate or the can-
didate's representative a copy of this Resolution at the tine naninating
petitions are issued.
Section 6. All previous resolutions establishing Council policy on
payment for candidates statements are repealed.
