A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING TEMPORARY USE PERMIT 03-21
WHEREAS, Temporary Use Permit 03-21; City of Poway C ly Services,
Applicant, requests approval to hold the annual C Iy Band Festival 2003 at Old
Poway Park, located at 14134 Midland Road, on Saturday, May 17, 2003, from 12:00
p.m. to 7:00 p.m., and on Sunday, May 18, 2003, from 12:00 p.m. to 7:30 p.m.
WHEREAS, on May 13, 2003, the City Council considered the above-referenced
item.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: The City Council finds that Temporary Use Permit 03-21 is Categorically
Exempt (Class 4) from the California Environmental Quality Act (CEQA), pursuant to
Section 15304(e) of the CEQA Guidelines, as the event is temporary in nature and will
have no p l effects on the l.
Section 2: The proposed use is in accordance with the purposes and standards of
Section 17.26.030.A of the Poway Municipal Code.
Section 3: The City Council hereby approved Temporary Use Permit 03-21, the
annual Community Band Festival 2003 at Old Poway Park, located at 14134 Midland
Road, on Saturday, May 17, 2003, from 12:00 p.m. to 7:00 p.m. and on Sunday, May
18, 2003 from 12:00 p.m. to 7:30 p.m., subject to the following conditions:
The event and related offsite parking shall be conducted as shown on the site
plan and application on file in the Development Services Department.
This permit is valid during the hours of 12:00 p.m. to 7:00 p.m. on Saturday, May
17, 2003, and from 12:00 p.m. to 7:30 p.m. on Sunday, May 18, 2003, after
which time the site shall be restored to its original condition.
Approval of this activity shall not excuse compliance with all other sections of the
Zoning Ordinance and all other applicable State, County, and City Ordinances
presently in effect.
The site shall be developed in accordance with the approved site plan on file in
the Development Services Department, Planning ''' except as may
otherwise be provided herein, prior to commencement of the activity.
E. Prior to the event, the applicant shall comply with the following:
The following City of Poway departments shall be contacted for
appropriate permits, coordination, and inspections: Public Works,

C ly Services, Development Services (including the Building,
Traffic Engineering, and Planning Divisions), Safety Services, and the
Sheriff's Department. The San Diego County Health Department shall
also be contacted.
Obtain a permit from the Fire Department for any canopy that exceeds
400 square feet.
All proposed signs shall be approved by the Development Services
Department, Planning Division, and shall be in accordance with Section
17.40 of the Poway Municipal Code.
The applicant shall comply with the following to the satisfaction of the Fire
Marshal:
Prior to and during the event, emergency vehicle access to any street,
building, fire hydrant, or fire sprinkler system connection shall not be
blocked.
Provide one 2A:10BC fire extinguisher at any booth where food is cooked.
Secure any compressed gas cylinders from falling over.
G. At the conclusion of the event, the applicant shall comply with the following:
Public streets, off-street parking sites and areas within and adjoining to the
proposed area for the event, shall be cleared of debris, litter, temporary
signs, and all other evidence of the event shall be removed upon its
completion.
Section 4: This approval shall become null and void on Sunday, May 18, 2003, at
9:00 p.m., at which time the site shall have been restored to its original condition.
PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway,
