AN ORDINANCE OF THE CITY OF POWAY, CALIFORNIA,
APPROVING SPECIFIC PLAN AMENDMENT (SPA) 13 -005
TO THE SOUTH POWAY SPECIFIC PLAN CHANGING
THE LAND USE DESIGNATION ON SIXTEEN PROPERTIES,
CONSISTING OF APPROXIMATELY 33 ACRES LOCATED ON
COMMUNITY ROAD SOUTH OF KIRKHAM WAY,
AND LOCATED NORTH OF GREGG STREET ON FLINT PLACE,
PAINE PLACE, AND DEARBORN PLACE

WHEREAS, Chapter 17.47 (Specific Plan Regulations) of Title 17 (Zoning
Development Code) of the Poway Municipal Code provides the requirements for the
preparation and adoption of Specific Plans in accordance with Section 65450, et seq. of
the California Government Code (Article 8, Specific Plan); and
WHEREAS, Specific Plan Amendment 13 -005 is proposed to change the Land
Use Designation from Industrial Park (IP) to Light Industrial (LI) on 16 properties as
shown in Exhibit A; and
WHEREAS, the combined size of the 16 properties shown in Exhibit A is
approximately 33 acres, and all the properties, except one, are vacant; and
WHEREAS, on May 6, 2014, the City Council held a duly advertised
public hearing to solicit comments from the public, both in favor and against this
application.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF POWAY DOES
ORDAIN AS FOLLOWS:
Section 1: Pursuant to Section 15183 of the California Environmental Quality Act
(CEQA), the certified Final Environmental Impact Report (EIR) dated July 30, 1985, and
the Final Subsequent EIR dated July 26, 1988, for the South Poway Specific Plan,
adequately address potentially significant adverse environmental impacts resulting from
industrial development on these properties; therefore, the City Council finds that no
additional environmental review is required for this project.
Section 2: The City Council hereby approves Specific Plan Amendment 13 -005,
changing the Land Use Designation from IP to LI on those properties designated
in Exhibit A attached to this Ordinance, and incorporated herein by this reference.
EFFECTIVE DATE: This Ordinance shall take effect and be in force thirty (30)
days after the date of its passage; and before the expiration of fifteen (15) days after its
passage, it shall be published once with the names and members voting for and against
the same in the Poway News Chieftain, a newspaper of general circulation published in
the Citv of Poway.

Introduced and first read at a regular meeting of the City Council of the City of
Poway held this 6th day of May 2014, and thereafter PASSED AND ADOPTED at a
regular meeting of said City Council held the 20th day of May 2014.
