MAY 13, 2003
The May 13, 2003, Regular Meeting of the City Council of the City of Poway,
was called to order at 7:00 p.m., by Mayor Cafagna, at the Poway Community Library
- Meeting Room, 13137 Poway Road, Poway, California.

PRESENTATION
Mayor Cafagna presented a Proclamation declaring May 18-24, 2003 as "Emergency
Medical Services Week" to Safety Services Director Sanchez.
Mayor Cafagna presented a Proclamation declaring May 11-17, 2003 as "National
Hospital Week" to Michael Covert, President/CEO of Palomar Pomerado Hospital.

Mayor Cafagna noted that Item 11 was being pulled for discussion and Item 11.1 was
for the payment of the $150,000 only, not approval of the agreement. Motion by
C 3er Goldby, seconded by Deputy Mayor Rexford, to approve the Consent
Calendar as follows:

ORDINANCE NO. 576/SECOND READING
MIDLAND ROAD & EDGEMOOR STREET
MID-BLOCK CROSSWALK & ALL WAY STOP CONTROLS
Mayor Cafagna opened the public hearing and read the title of Ordinance No. 576,
"An Ordinance of the City of Poway, California, Repealing Poway Municipal Code
Section 10.36.020 Regarding a Mid-Block Crosswalk on Midland Road." Staff report
by City Manager Bowersox. Staff received a request from the Midland Elementary
School and several parents to relocate the student mid-block crossing on Midland
Road to th : Midland Road and Edgemoor Street and install all-way stop
controls. The Traffic Safety Committee :Is relocation of the existing mid-
block crossing and the installation of all-way stop controls at Midland Road and
Edgemoor Street. This item was introduced and first reading held on April 29, 2003,
Item #2.
There was no one present wishing to speak.
Motion by Deputy Mayor Rexford, seconded by C 3er Emery, to close the
public hearing, waive further reading ( vote) and adopt Ordinance No. 576.

MINOR DEVELOPMENT REVIEW 02-111
APPLICANTS: COLBURN-CURRIER-NOLL
Staff report by City Manager Bowersox. This is a request I : a 3,524-square-
foot residence and an attached 966-square-foot three-car garage located along the
east side of Gate Drive, south of Poway Road. APN: 323-290-13. This item was
continued from April 29, 2003, Item #14 due to a tied vote.
The following people were present wishing to speak:
James Stranger, 13550 Aldrin Street, applicant, spoke in support of his proposed
MDR and responded to q :the Council.

Dee Fleischman, 14428 Midland Road, made inquiry of staff and requested legal
ads/public hearings, be held on all Hillside/Ridgeline MDRAs.
Motion by Mayor Cafagna, seconded by C 3er Goldby, to adopt Resolution
No. P-03-24, entitled, "A Resolution of the City Council of the City of Poway, California
Approving Minor Development Review 02-111 Assessor's Parcel Number 323-290-

Mayor Cafagna stated he was leaving for S tomorrow morning to
attend the Legislative Action Days, hear the Governor's budget comments and
meet with our local legislators. He would then bring back a Regional

ADJOURNMENT
Motion by C 3er Goldby, seconded by C 3er Emery, to adjourn
the meeting at 7:45 p.m. to May 15, 2003, 6:00 p.m. in the Community Park
Auditorium, 13094 Bowron Road. Motion carried y.
