The May 15, 2003, Adjourned Regular Meeting of the City Council of the
City of Poway, was called to order at 6:00 p.m., by Deputy Mayor Rexford, at the
Community Park Auditorium, 13094 Bowron Road, Poway, California.

PRESENTATION
PRELIMINARY MASTER PLAN
OLD POWAY PARK
Staff report by City Manager Bowersox. The of the Old Poway area is a
City identified goal. On September 14, 2000, a City Council/Redevelopment Agency
Workshop was held to discuss proposed development in Old Poway. As part of the
workshop, several property owners voiced their vision for Old Poway and many
residents spoke in support of the inclusion of an arts center in Old Poway. Since that
workshop, several events have occurred to obtain the goal of revitalizing Old Poway
Park and the programming req "an arts center.
Over the past year, the City has purchased approximately 11 :1 Old Poway
Park with the idea of expanding uses and providing additional parking. On September
3, 2002, the Council/Agency Board approved an agreement with Mark Cavagnero &
Associates to prepare a master plan for the Old Poway Park area, and concept
design/space planning for an arts center. Since that time Mark Cavagnero has been
meeting with the community and City staff to gather information regarding the Old
Poway Park area.
A series of meetings was held in November 2002, with City officials, park user groups,
and City staff to begin the master planning process.
In January 2003, a Neighborhood Meeting was held at Community Park. The Old
Poway Park user groups, members of the Community Fine Arts Advisory Committee,
neighbors within the Old Poway Specific Plan Area and within a 500-foot radius of the
Old Poway Specific Plan Area, as well as Poway residents, were invited to attend.
Over 100 people participated. They broke into groups which included: neighborhood
issues; art center; outdoor space; exhibit area; multipurpose room; and educational
All concerns and suggestions raised by the public have been taken into
consideration and incorporated into the conceptual master plan of the Old Poway Park
area.
Mark Cavagnero then presented the conceptual master plan and alternative schemes
that would enable the City I the opportunities in Old Poway. The goals and
objectives of the master plan include: identifying additional parking; improving
pedestrian circulation; placement of the community fine arts center; the placement of
open space/playing fields; a massing study for Brighton Housing Development;
additional public uses; and placement and type of uses.
Feedback was requested from the Council/Agency Board and public to be
incorporated into a final plan to be brought back for Council approval. It is anticipated
that the final master plan would be presented to the City Council/Agency Board in Fall

The following people were present wishing to speak:
Carrie Fay, 14464 Pebble Canyon Drive, representing the North County Society of
Fine Arts, spoke in support of the proposed art center.
Valerie Raymond, 12829 Soule Street, spoke in support and submitted a petition in
support of the proposed art center.
Patricia J. Kent, 12666 Stone Canyon representing the CFAAC and North County
Society of Fine Arts, spoke in support of the proposed art center.
Barbara & Harry Crossley, 13743 Silver Lake Drive, spoke in support of the proposed
art center and the curved road.
John Tovey, 14172 Peach Tree Lane, representing the Poway Park Village
H Association, spoke in support of the plan, but not the curved road citing
increased noise and emergency services potential problems.
Frank & Joy Palfy, 14237 York Avenue, spoke in opposition to any future gids softball
fields near the property and the removal of the eucalyptus tree grove.
Bill Cross, 13105 Corona Way, spoke in support of the proposed plan and requested
the addition of a military
Dee Fleischman, 14428 Midland Road, spoke in support of the proposed art center,
covered boardwalks, curved road, farmers market, train station and restaurants. She
opposed the proposed roundabout and amphitheatre and requested review to ensure
enough parking, traffic flow, landscape, lighting fixtures and paving to match existing
treatments.
George Boggs, 16945 Highland Valley Road, Ramona, representing the Poway
Station Model Railroad Club, stated they supported the general concept, and read
curve, but not the roundabout.
Marie Meese, 14056 Sycamore Avenue, expressed concerns with increase in parking
impacts on the neighborhood and noise.
Roger Mohling, spoke in support, expressing concerns that the Train Depot remain the
center, feel of the place of town, the art center as depicted is too looming and in
opposition to the proposed amphitheatre.
Phil Spear, 16235 Rostrata Hill Road, representing the Hamburger Factory, spoke in
support of the conceptual plans and the curved road.

Anna Pinto, 14241 York Avenue, spoke in opposition to any future girls softball fields
and increased noise.
Beth Freeman-Hanson, 14028 Olive Meadows Place, spoke in opposition to the
proposed art center and any future ballparks that would affect the neighborhoods.
Paul Rexford, 11570 Creek Road, spoke in support of the proposed conceptual plan.
Steve Kuptz, 16105 Del Norte, spoke in support of the proposed conceptual plan and
the curved road but not the roundabout. He also suggested smaller buildings to
anchor the left side of the park.
Mac McCardle, 13381 Poway Road, Chairman of the Poway Chamber of C
spoke in support of the proposed conceptual plan.
Autumn Gray, 14207 York Avenue, spoke in support of the proposed conceptual plan,
but expressed concerns with what appeared to be a parking lot abutting her home on
Aubrey and the need to divert the traffic flow away from not into the neighborhood.
Meryl Burke, 10844 Sabre Hill Drive, San Diego, expressed her views that the current
passive state of the park should be closely reviewed as once it is altered, it cannot be

Kevin McNamara, 12919 Corte Juana, representing Old Poway Village Shopping
Center, spoke in support of the proposed conceptual plan.
Tami Bettilyon, 13737 Temple, expressed concerns with the plans not showing any
increase in open space/green areas and being I :h too many buildings.
Matt Nickson, 13949 Eastern Street, requested the grove of trees be saved in the
proposed development area.
Donald Henke, 14101 Ezra Lane, expressed his views that the plans should make a
bolder statement, the curve should start back by the school and the area
should be reconfigured.
Rod Myers, 13930 Sagewood, Architect for and representing the Midland Animal
Clinic, expressed lh the curved road and the relocation of utilities.
Gall Trunnell, 13314 Neddick Avenue, spoke in support of the general concept but in
opposition to the amphitheatre, ballparks, curved road and roundabout. She
'led architecture such as that proposed by Dr. Augustine's proposed
building and requested everything be done to keep the rural setting, reduce the traffic
and noise.

Marge Knothe, 13724 Sagewood, spoke in support of the proposed conceptual plan
and thanked Council for the opportunity to participate in the design d'
Joe Wilson, 13623 Aubrey Street, requested the plan be made more like the 1800's
not so urban, less buildings, more open space, the art center not be located so as to
over-power the depot as the center of the park, meandering paths and groves not
rows of trees.
Adriane Corbin, 13864 Putney Road, expressed her views that the plan had too much
and was too intense. She requested consideration for more open
space/green area and stated that she liked the proposed covered boardwalk.

Council/Agency Board expressed support for the architectural style of Dr. Augustine's
proposed building, the need for a restaurant and a fine arts center. The curve in
Midland Road was supported with details to be worked out with the Peach Tree
residents. Council/Agency Board requested further study of the open-air structure.
Consistent need was expressed to keep plenty of open space, random/relaxed paths
and layout rather than linear.
