Res P-88-94 RESOLUTION NO. P-88-94 A OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING TEMPORARY USE PERMIT 88-50 WHEREAS, Temporary Use Permit 88-50, submitted by the Chamber of Commerce, applicant, requests approval of the Poway Days events to be held at various locations throughout the City; and WHEREAS, on September 6, 1988, the City Council held a duly advertised public hearing to solicit comments from the public, both pro and con, relative to this application. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: E 1 Finding;: Pursuant to the procedures of the City of Poway, implementing the California 1 Quality Act of 1970, the ~ project is Categorically Exempt, Class 1. Section 2: Findi That the proposed use is in accordance with the purposes and standards of Section 17.26.020 of the Zoning Development Code. SHERRIFF'S DEPARTMENT One or more identifiable members of the event committee shall be on-site at all times when t'e parking areas are in use to assist with security of parked to aid in the movement of vehicles in and out of the ots, to provide information to and to minimize raffic congestion on surface streets. All beverages shall be dispensed in paper cups -- no bottle or cans are allowed. The event committee shall designate an on-site location for police, fire, and paramedic units out of the main activity areas and maintain sufficient access for emergency vehicles at all times. All music shall be ~ on or before 12:30 a.m. on the day following the event, and at no time shall the noise level exceed the permissible decibel (dB) level for the area's zoning designation. Any building or permits shall be secured. All signs for the events must be approved by the Director of Planning Services prior to installation and shall be removed promptly, within 10 days, following the event. A copy of the agreement with the adjacent property owner(s) for parking rights shall be provided no later than September 10, lg88. No. P-88-94 Page 4 The following conditions shall apply to the Tour de Poway Bicycle Event to be held on September 24, 1988, with starting and ending points at Lake Poway: The applicant shall be responsible for clearly designating the tour route and posting it as necessary to provide for the safety of the riders and sp The sponsors of the event shall coordinate with the Sheriff's Department to guarantee traffic control/coordination. o Members of the sponsoring agency shall be posted at key tions along the tour route to provide directions and assistance to riders. 4. All signs for the tour must be approved. The sponsors of the tour shall contact the appropriate departments in the City of San Diego to the events and determine any conditions that the City of San Diego may deem 6. Bicycles must obey all applicable traffic laws. The following conditions shall apply to the Poway Days' Parade to be held on September 24, 1988 and beginning at Bowron and Poway roads, and ending at Mercy Care Point offices: The eastbound lanes of Poway Road shall be kept open for emergency vehicles. Street along the parade route will be kept clear of spectators for emergency traffic. o The Chamber of Commerce, sponsor of the parade, shall place all and cones along the parade and detour routes. The following conditions shall apply to the Poway Days' fireworks display to be on September 24, 1988 from Lot 3 of Pomerado Business Park: Extra security shall be provided for crowd control purposes and to maintain a "clear zone" around the firing site and impact area where no spectators or ~ persons will be allowed. The applicants shall obtain p of the adjacent property owner for parking rights if necessary and a copy of that agreement shall be provided to the Planning Services Department no later than September 14, 1988. 3. The area shall be kept free of debris, litter, or any other evi- dence of the temporary use upon completion of the use. No. P- 88-94 Page 5 The following conditions shall apply to the Poway Days' Rodeo and dance to be held on September 30 and October i and 2 at the Poway Valley Riders' Arena: 1. One chemical restroom per 200 visitors expected shall be provided. A temporary "No Parking - Tow-aw Zone" shall be established on the west side of Tierra Bonita Rod from Donart Drive north to Poway Valley Road, to provide a w der pedestrian walking area into and out of the PVRA grounds, and o ensure sufficient access for emergency vehicles -- fire, paramedic, and law enf "No Parking" signs shall be placed along this area approximately 250 feet on center. o The rodeo shall designate an on-site location for police, fire, and paramedic units out of the main activity areas and adjacent to the south vehicle gate of the PVRA property. ll music shall be on or before 12:30 a.m., ctober i an 2, 1988 and at no time shall the noise level exceed he permissi le decibel (dB) level for the area's zoning designa- ion, i.e., R-A and RR-C zone. 7:00 a.m. to 10:00 p.m. 50dB 10:00 p.m. to 7:00 a.m. 40dB A waiver of Poway M,nicipal Code Section 5.12.110 is granted to allow the sale of a coholic beverages and the attendance of minors at the dance follow ng the rodeo performance on October 1, 1988 between the hours o 10:00 p.m. and 12:30 p.m., and on October 2, 1988 from 5:00 p.m. to 7:30 p.m. A copy of the Alcoholic Beverage Control license for "Beer Sale Only" shall be provided no later that September 20, 1988. o The fairgrounds shall be p trolled by uniformed private security guards [a minimum of two ( ) private security guards] to assist with crowd control inside he rodeo area during hours of operation and by members of rodeo an dance to maintain security of equip- merit and control of personnel remaining/residing on property after hours of operation. PVRA shall provide security in parking areas during hours of operation. A 24-foot access (fire lane) shall be ~ along the northern edge of the property from Tierra Bonita Road to the western boundary with adequate ~ for fire and medical apparatus.
