P- 88-98 OF THE CIT CO~ CIL F THE CITY OF POWAY, C APPROV NG MINOR CONDITIONAL U E P MIT 88-12 AS ESSOR'S PARCEL NUMBER 23- 0-20 WHEREAS, Minor 1 Use Permit 88-12, submitted by Poway High School Band Boosters and Robert and Delora Faaborg, applicants, requests approval to locate a recycling center at 14228 Garden Road in the MS (Manufacturing Service) zone; and WHEREAS, on September 6, 1988, the City Council held a duly advertised public hearing to solicit comments from the public, both pro and con, relative to this application. That there are no other relevant negative impacts of the proposed use that cannot be That the impacts, as described above, and the location of the proposed use will not adversely affect the City of Poway General Plan for future as well as present d Section 3: City Council Decision: The City Council hereby approves Minor Conditional Use Permit 88-12 subject to the following conditions: Within 30 days of approval: (1) The applicant shall submit in writing that all conditions of approval have been read and ~; and (2) the property owner shall execute a Covenant Regarding Real Property. The applicant will provide the City with a copy of the State license permitting operation of the subject recycling center. The applicant shall ensure that the recycling are emptied on a regular schedule so that they will at no time become full enough to become a hazard to public health or safety. The recycling center shall be operated and ~ in a manner to ensure that the area is wel and litter-free at all times, and that all landscaping is kept in a healthy, thriving, and weed-free condition. Hours of operation, including shall be limited to between 9:00 a.m. and 4:00 p.m. on week days, and Saturdays 8:00 a.m. to 8:00 p.m. All mechanically driven equipment shall be totally enclosed within a and shall be sound buffered, to the satisfaction of the Director of Planning Services. Over the door must be a sign that says "This door to re~ain unlocked during business hours". Addressing on front must be at least four inches high and must be easily seen from the street. On the west side, numbers must be one foot high under the arrow. On the roof, contact Fire Department for details. 4. Both gates shall be 18 feet wide as shown on plans. A 2AIOBC fire extinguisher is to be installed in the rear of the existing building as shown on the plans. Site Develol ent 1. Approval of this request shall not waive compliance with all sections of the Zoning Development Code and all other applicable City Ordinances. Prior to any use of the project site or business activity being com- menced thereon, all conditions of approval herein shall be completed to the satisfaction of the Director of Planning Services. Signs Any signs proposed for this development shall be designed and approved in conformance with the City of Poway Sign Ordinance.
