P- 88-125 A RES LUTI N OF T CITY OU.CIL OF TH CIT OF PO' Y, CAL FO NIA REVI W 8-22 ARCE NUMBE 278-1 1- 4, 05, 06 WHEREAS, Development Review 88-22 submitted by Standard Pacific of San Diego, requests approval of a review to allow the of 70 single-family dwellings in Tract Map 84-08 for pro- perty located east of Espola Road across from Poway High School in the RR-B and RR-C zones; and WHEREAS, on December 20, 1988, the City Council held a hearing on the above- referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: Fir : The City Council finds that Deyelopment Review 88-22 will not have signifi- cant adverse impact on the and hereby issues a Negative Declaration. Section 2: Finding : That the proposed development is in conformance with the Poway General Plan, because it proposes large lot single family uses con- sistent with the General Plan designations of RR-B and RR-C. Section 3: Ci~ Council ' ' The City Council hereby approves Review 88-22 subject to the following conditions: No. P- 88-125 -- Page 2 Within 30 days of approval: (1) The applicant shall submit in writing that all conditions of approval have been read and understood; and (2) the property owner shall execute a Covenant on Real Property. r All conditions of as modified in this No. P-85-16 {TTM 84-08) shall apply except Should the applicant choose to utilize a temporary sales trailer, or model home/sales office complex, a temporary use permit shall first be obtained from the Planning Services Department. The developer shall pre-plumb each house for a solar hot water heating system in accordance with City of Poway Municipal Code Section 15.02,090. 5. All off-site road, sewer, water, and drainage ' shall be prior to issuance of building permits. Development fees which are due prior to building permit ' shall be paid at the times specified by the resolution of approval for TTM 84-08. This approval shall become null and void if building permits are not issued for this project within one year from the date of project ap- proval. APPLICANT SHALL CONTACT THE DEPARTMENT OF PLANNING SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: Site DE l( 1. Approval of this request shall not waive compliance with all sections of the Zoning Development Code and all other applicable City Ordinances in effect at the time of building permit ' The developer shall provide a minimum of 25% of the lots with adequate sideyard area for vehicle storage pursuant to City standards, and the C.C.&R.'s shall prohibit the storage of 1 vehicles in the required front yard setback. 6, Mail boxes, shall be installed according to a plan which is acceptable to both the Post Office and the Director of Planning Services. All planting and irrigation systems in the LMD are to conform to the City's Standards. 6. One street tree (15 gallon minimum) and two shrubs (five gallon minimum), are required every 100 square feet in the LMD. 7. Eucalyptus citridoria is not an acceptable species in the LMD. All landscaped areas shall be weeds, trash, and debris. in a healthy condition and free of 9. trees (minimum 15 gallon size) shall be placed along the eastern portion of Lot 57. When public or private equestrian/pedestrian trails are required as a part of the subdivision, the developer shall display a map in the sales office, of said subdivision, indicating the trails. In addition, the first lift of asphalt pav ng shall be in place to provide adequate, permanent access for emergency veh cles. APPLICANT SHALL CONTACT THE SAFETY SERVICES DEPARTMENT REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: Roof covering shall meet Class A fire retardant testing as specified in the Uniform Building Standards No. 32-7 for fire retardant roof covering per City of Poway No, 64. Approved numbers or shall be placed on the building in such a position as to be plainly visible and legible from the street fronting the property. Said numbers shall contrast with their background.
