NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: 1Findi] : The City Council finds that the potential 1 impacts of this pro- ject were adequately discussed in the EIR and Subsequent EIR for the South Poway Planned Community. That the proposed development will not have an adverse health, safety, or lly related impact upon adjoining pro- perties, because it adheres to the area-wide development standards con- tained in the SPPC Development Plan. That the proposed development is in compliance with the Zonin9 Ordinance and the South Poway Planned Community Development Plan. That the proposed development encourages the orderly and h appearance of and property within the City through its con- sistency with the SPPC plan which provides high standards for develop- ment throughout the 2,500 acre planned Section 3: City Council Development Review 88-18, for which plans are on file in the Planning Services is hereby approved subject to the following Within 30 days of approval: {1) The applicant shall submit in writing that all conditions of approval have been read and understood; and (2) the pro- perty owner shall execute a Covenant on Real Property. No. P-89-15 Page 2 APPLICANT SHALL CONTACT THE DEPARTMENT OF PLANNING SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: A. SITE DEVELOPMENT 1. The building on Lot 19 shall observe a minimum street side yard setback of 35 feet on Place (at the eastern property line). The trash enclosures on Lots 20 and 21 shall be relocated to observe a mini- mum setback of 20 feet on Brookprinter Place. The new location shall be subject to approval by the Director of Planning Where the rear wall of trash enclosures face Brookprinter Place, the walls of he enclosures shall be lly integrated with the adjacent bui ding walls using the same colors and materials. All trash receptacles sha 1 be enclosed by six foot high solid walls with view-obstructing gates. Des gn of the enclosures shall be subject to approval by the Director of Planning Services. 4. Site shall be developed in accordance with the approved site plans on file in the Planning Services Department and the contained herein. Revised site plans and building elevations incorporating all conditions of approval shall be submitted to the Planning Services Department prior to issuance of building permits. Landscaping and irrigation for the first ten feet of the stre t front- ages along Stowe Drive and Place shall be wi h the landscape plans prepared for Pomerado Business Park by VTN approved anuary 12, 1988 (these plans are on file in the Planning Services Department. The plan shall include generous planting of both trees and large shrubs along the Brookprinter Place frontage to provide screening for the loading areas. 3. All landscaped areas shall be in a healthy and thriving con- dition, free from weeds, trash, and debris. D. SIGNS The proposed monument sign shall not exceed 40 square feet in area. All signage s~all be designed and located in accordance with the City of Poway Sign Ordinance and the South Poway Planned Community Sign Standards. E. RECREATION - NONE F. EXISTING STRUCTURES - NONE G. ADDITIONAL APPROVALS REQUIRED - NONE APPLICANT SHALL CONTACT THE PUBLIC SERVICES DEPARTMENT REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: H. GRAD ING Grading of the subject property shall be in accordance with the Uniform Building Code, City Grading Ordinance, approved grading plan and geotech- nical report. Buildings and retaining walls shall not encroach into finished slopes. A final compaction report from the project soils engineer and a letter cer- tifying the site grading shall be required prior to issuance of a building permit. All slopes shall be 2:1 unless otherwise approved by the City Engineer. APPLICANT SHALL CONTACT THE SAFETY SERVICES DEPARTMENT REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: L. SAFETY SERVICES Private fire system plans shall be submitted to the Safety Services for approval prior to issuance of building permits. The building will be required to install an approved fire.sprinkler system. The entire system is to be by a central ~ agency. A system post ' valve with tamper switch, also monitored, is to be located by the City Fire Marshal prior to installation. The addition of on-site fire hydrants is required. The location of the hydrants shall be by the City Fire Marshal. All fire hydrants shall be Jones 3775. A Knox Security System Box and padlocks shall be required for each building and post valve. Electric override switches shall be provided on gated access to rear of building. 5. Material Safety Data Sheets shall be required for all hazardous and/or toxic substances used in each building.
