P- 89-17 OF T E CITY OU CIL F H ITY OF PO 'AY, APP OV N ONDITIONA USE PE MI 88-20 AS ES 0 ' PARCEL N'MBER 32 -0 1-04 WHEREAS, Conditional Use Permit 88- O, submitted by the City of Poway, applicant, for the purpose of establish ng a parking lot on the real property situated in the City of Poway, County o San Diego, State of California, as a portion of Section Six, ownship 14 South, Range i West, and Section One, Township 14 South, Range 2 West, San Meridian located on the northeast corner of Twin Peaks Road, regularly came before the City Council for public hearing and action on February 14, 1989; and WHEREAS, the City Council has read and considered said report and has con- sidered other evidence presented at the public hearing. NOW, THEREFORE, the City Council of the City of Poway does hereby resolve as follows: Section 1: Findine : The City Council finds that Conditional Use Permit 88-20 will not result in any significant impact on the and hereby issues a Negative Declaration. Section 2: Findil : That the location, size, design, and operating ch of the proposed use will be compatible with and will not adver ely affect or be materially d to adjacent uses, uildings, , or natural in that the site adjo ns existing semi-public uses on the east and w st and is separated rom residential uses to the south by a major Circu ation Element Road. Impacts on the adjacent home to the north are by the fact that the home is sited on the opposite side of the ot and separated from the proposed parking lot by an existing det ched arage. That the site is suitable for the type and of the use pro- posed in that the lot is nearly level and it is located adjacent to the existing facilities it will serve. That there will not be significant harmful effects upon quality and natural in that the site as it exists today has been completely cleared and graded in with adjacent development. That there are no other relevant negative impacts of the proposed use that cannot be mitigated, in that the parking lot will be screened by perimeter landscaping and fencing, The proposed use will not adversely affect the City of Poway General Plan for future as well as present development, in that the General Plan designates this site as Open Space, and one of the stated purposes of the Open Space zone is to provide for public and quasi-public uses. Section 3: City Council ' ' The City Council hereby approves Conditional Use Permit 88-20 subject to the following conditions: Within 30 days of approval, the applicant shall submit in writing that all conditions of approval have been read and understood. All on-site drainage facilities for the parking lot will be installed by the City. A six foot solid wood fence will be erected along a portion of the northern property line where the project site adjoins APN 314-651-09. Light standards shall be shielded so as not to shine on adjacent pro- perty. 4. Landscaping is to be installed per the plan on file with the Planning Services Department.
