P- 89-26 A RESOLU ON OF TH CITY COUN L OF THE C Y OF POW Y, CALIFOR A APPROVING NTATIVE ARCEL MAP -08 ASSESSOR'S P CEL NUMB R 321-080- , 30 WHEREAS, Parcel Map No. 88-08, ~ "Map" submitted by Jea tie Louise Mincks and Harry So Barb r, ap licants, for the purpose of sub- div ing the real property in the City o Powa', County of San Diego, State of Cal ornia, at 15100 Vali Hal Road, regu arly ame before the City Council for pub c hearing and action on March 7, 19 9; an WHEREAS, the Director of Planning Services has recommended approval of the Map subject to all conditions set forth in the Planning Services Department report; and WHEREAS, the City Council has read and considered said report, the environ- mental initial study, proposed Negative and other evidence pre- sented at the public hearing. NOW, THEREFORE, the City Council of the City of Poway does resolve as follows: Section 1: E 1Findin¢ : The City Council finds that the project will not have a significant adverse impact on the and hereby issues a Negative Section 2: F ; The City Council makes the following findings in regard to Map 88-08 and the Certificate of Compliance thereof: Parcel The parcel map is with all applicable general and specific plans, in that the General Plan designates the site for rural residential development and the proposed uses are residential and agri- cultural. The design or improvement of the parcel map is with all applicable general and specific plans, in that the proposed parcels meet or exceed the minimum lot size and d' required by the RR-B4 zone. The site is physically suitable for the type of development proposed, in that the average slope gradient of the proposed parcels is less than 15 percent and is suitable for residential development. The site is physically suitable for the density of the development pro- posed, in that the propos§d parcels exceed the minimum lot size · for the RR-B~ zoning and General Plan ' No. P-89-26 Page 2 The design of the subdivision is not likely to cause subs antial damage and injury to humans and w ldlife or their habitat, in that much of the site has been disturbed and no grading is proposed within the most port 'on of the lot. The parcel map is not likely to cause serious public health problems, in that City water will be provided to both parcels and the undeveloped parcel (Parcel 1) has been approved for a septic system by the County Health Department. The design of the parcel map will not conflict with any ease- ment acquired by the public at large, now of record, for access through or use of the property within the proposed subdivision.
