The subdivision is located both nort and south o Camino del Norte, west of Pomerado Road in the RR-C and RS-4 zones; and WHEREAS, on March 21, 1989, the City Council held a hearing on the above- referenced items. Therefore, the Negative Declaration issued for TTM 88-05 is ound o be adequate to address all impacts for this project. Section 2: Findi That the pro osed development is in conformance with the Poway General Plan, in tha the proposed density and single-family residential use is w th the General Plan designation of Rural Residential C and 1 ingle-Family 4 zones. That the proposed development will not have an adverse aesthetic, health, safety, or architecturally related impact upon adjoining pro- perties because rooflines, building materials, and architectural design are compatible with adjacent tract That the proposed development is in compliance with the Zoning Ordinance, in that it meets all development standards for the RS-4 and RR-C zones. That the proposed development encourages the orderly and h appearance of and property wi hin the City because it is similar to and complements the adjacent evelopment and it complies with the design guidelines of the Genera Plan regarding number of housing styles, el varied roofl nes, colors, and materials. Section 3: City C)uncil The City Council hereby approves following conditions: Review 88-27 subject to the Resolution No. P-89_30 Page 2 Within 30 days of approval: (1) The shall submit in writing that all conditions of approval have been read and and (2) the property owner shall execute a Covenant on Real Property. All adopted of approval of the underlying tract map shall be satisfied prior to issuance of building permits. APPLICANT SHALL CONTACT THE DEPARTMENT OF PLANNING SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: A, SITE DEVELOPMENT 1. Site shall be developed in accordance with the approved site plans on file in the Planning Services Department and the conditions contained herein. 2. Approval of this request shall not waive with all sections of the Zoning Development Code and all other applicable City in effect at the time of building permit ' The developer shall provide a minimum of 25% of the lots with adequate sideyard area for vehicle storage pursuant to City standards, and the C.C.&R.'s shall prohibit the storage of 1 vehicles in the required front yard setback, The developer shall integrate an appropriate variety of approved roof materials and colors into the design of the residential development in a manner which is both compatible and complementary among each of the residen- tial units. 5. Prior to any use of the project site all conditions of approval contained herein shall be completed to the satisfaction of the Director of Planning The applicant shall comply w th the latest adopted Uniform Building Code, Uniform Mechanical Code, Uni orm Plumbing Code, National Electric Code, Uniform Fire Code, and all o her applicable codes and ordinances in effect at the time of building perm t ' Pri r to delivery of combustible building materials on site, water and sewer sys ems shall satisfactorily pass all required tests and be connected to the pub ic water and sewer systems. The developer shall install or otherwise secure the value of front yard landscaping for each unit. It shall be installed no later than 180 days following the close of escrow for each unit. Security shall be to the satisfaction of the Director of Planning 3.
