Section 2: Findin! : The City Council makes the following findings in regard to No. 89-02 and the Map thereof: Parcel The parcel map is with all applicable general and specific plans because it provides lots exceeding the minimum size required by the RR-C zoning of the site. The design or improvement of the parcel map is with all applicable general and specific plans because it is surrounded by compatible and semi-public uses. The site is physically suitable for the type of development proposed because the property has an overall slope of 18.68 percent which is within the City of Poway standards for parcels within rural areas. No. P-89-40 Page 2 The site is physically suitable for the density of the development pro- posed in that the 4.16 and 2.2 acre lots proposed are with the General Plan and zoning slope criteria. The design o the subdivision is not likely to cause subst ntial damage and avoidable injury to humans and wi dlife or their habita because there is no evidence of ly habitat or p ant life on the site and much of the site wil be pre- served as open space. The parcel map is not likely to cause serious public health problems because the project will be served by City water and indivi- dual septic systems which meet the County of San Diego and City of Poway The design of the parcel map will not conflict with any ease- ment acquired by the public at large, now of record, for access through or use of the property within the proposed subdivision, because it will be served by an already existing dedicated right-of-way and an existing 40 foot private easement road.
