ITY OF POW Y, A PROV N DEVELOPME T RE I W -05 AS ESSO ' PARCEL NU ER I -2 -11 WHEREAS, Develo ment Revi w 89-05, submitted by Allen Jaffe, applicant, requests approval o of five industrial buildings totalling 55,004 square feet on Lot , Map 117 2 located north of Stowe Drive ~ 1,200 feet west of Iavelli Way, in he South oway Community Plan area; and WHEREAS, on June 27, 1989, the City Council held a hearing on the above- referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: E Finding : The City Council finds that the previously certified EIR and Subsequent EIR for the South Poway Planned Community adequately addresses the impacts of this development review application. No. P- 89-61 Page 2 APPLICANT SHALL CONTACT THE DEPARTMENT OF PLANNING SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: A. SITE DEVELOPMENT Any equipment located outside of the buildings must be surrounded by screening walls which are as high or higher than the equipment and architec- turally integrated with the main building. 2. All work other than loading and unloading must be done within the walls of the buildings. 3. Site shall be developed in accordance with the approved site plans on file in the Planning Services and the conditions contained herein. Revised site plans and building elevations incorporating all conditions of approval shall be submitted to the Planning Services Department prior to issuance of building permits. All roof app including air conditioners, shall be ly integrated, shielded from view and sound buffered from adjacent properties and streets as required by the Planning Services Department. PARKING AND VEHICULAR ACCESS All parking lot landscaping shall consist of a minimum of one 15 gallon size tree for every three parking spaces. For parking lot islands, a minimum 12 inch wide walk adjacent to parking stalls shall be provided and be separated from areas by a six inch high, six inch wide portland concrete cement curbing. Parking lot lights shall be low pressure sodium and have a maximum height of 25 feet from the finished grade of the parking surface and be directed away from all property lines, adjacent streets and residences. GRADING Grading of the subject property shall be in accordance with the Uniform Building Code, City Grading approved grading plan and geotech- nical report, and the South Poway Planned Community Development A soils report shall be prepared by a qualified engineer licensed by the State of California to perform such work at first submittal of a grading plan. 3. A special building permit shall be required for all retaining walls. 4. A final permits. report shall be submitted prior to issuance of building 5. A letter from the project civil engineer certifying the site grading shall be submitted prior to issuance of building permits. 6. All slopes shall have maximum inclinations of 2:1 ( 1 to vertical). The final grading plan shall be subject to review and approval by the Planning Services and Public Services Department and shall be completed prior to issuance of a grading permit. Pavement sections shall conform to the minimum required by the Poway Code (Section 12.20.08) Private improvement plans prepared on standard size sheets by a Registered Civil Engineer shall be submitted for approval by the Director of Public Services. Existing telephone, gas, electric, and all other public utilities and appur- tenances shall be shown on the grading plans. All on-site water mains shall be public. A 20 foot wide easement shall be deuicated to the City over all public water mains, I plans for on-site water service shall be prepared on standard size sheets, signed by a registered Civil Engineer and to the City for approval. The applicant shall pay for a water system analysis to the proper size and location for the public water system. The amount will be deter- mined by the cost of the analysis and shall be paid prior to building permit In accordance with Section 13.04.120 of the Poway Municipal Code, no water self-generating water softeners shall be permitted.
