P-89-83 F T CITY 0 I F T E I 0 PO Y, CALF I APPR VIN M N· D VEL MENT R V 9-80 AS ESS R' RC L N 'BER 32 - - 3 WHEREAS, Minor Development Review 89-80, submitted by Karl and Cynthia Ponath, applicants, requests approval for construction of a 2,600,square foot single-family home within the Hillside/Ridgeline area in the RR-B~ zone,' and WHEREAS on August 1, 1989 the City Council held a public hearing on the above-referenced items. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: Environmental Flndln This project is exempt from E CEQA guidelines. tal Review under Category 3 of the Section 2: : That the proposed t is in with the Poway General Plan in that the proposed use is a two story, single-family residence and the General Plan designation is Rural Residential B4. That the pro osed develo ent will not have an adverse aesthetic, health, safe y, or archi ecturally related impact upon adjoinin pro- perties, in hat the gra lng design, building placement, constr ction method, bull lng materia s, and elevations are consistent with he design standards contained in the General Plan, and the propose struc- ture will follow the topography so that only minimal grading wi 1 be necessary. That the proposed [ is in with the Zoning Ordinance, in that it complies with the setbacks~ height limit, and all other property development standards of the RR-B~ zone. That the proposed development encourages the orderly and harmonious appearance of structures and property within the City, in that all surrounding properties are under the same zoning designation as the subject lot and are to be developed as single-family residences similar to the proposed project. Section 3: C sion: The City Council hereby finds that Minor Development Review 89-80 is approved subject to the following conditions: Resolution No. P-sg-83 Page 2 Within 30 days of approval the applicant shall submit in writing that all of approval have been read and APPLICANT SHALL CONTACT THE DEPARTMENT OF PLANNING SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: 1. Site shall be in with the approved site plans on file in the Planning Services Department and the conditions contained herein. e Prior to any use of the project site or business activity being thereon, all conditions of approval contained herein shall be completed to the satisaction of the Director of Planning Services. 3. The appropriate Building Department approvals shall be received prior to initiation of construction. 4. All new and existing utilities shall be underground. 5. School impact fees shall be paid at the time of issuance of building per- mits. 6. Water, sewer, and fire p systems plans shall be designed and constructed to meet requirements of the City of Poway. e A sample of the material used for the sunshades shall be submitted to and approved by the Director of Planning Services prior to issuance of building permits. A r vised landscape plan shall be approved by the Planning Department prior to ssuance of building permits. The revised plans shall include a minimum of our 15 gallon trees along the southern side of the building in addition to he trees proposed along the driveway and up to six 15 gallon trees along the north and east side of the driveway near the curve. APPLICANT SHALL CONTACT THE DEPARTMENT OF PUBLIC SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: A right-of-way permit shall be obtained from the City's Publi Services Department for any work to be done within the public street r ght-of-way or any City-held ease ent. Please contact Public Services for payment of water, drainage, sewer, traf- fic mitigation, and park fees prior to building permit issuance. APPLICANT SHALL CONTACT THE DEPARTMENT OF SAFETY SERVICES FOR COMPLIANCE WITH THE FOLLOWING CONDITIONS: Roof covering shall meet Class A fire retardant testing as specified in the Uniform Building Standards No. 32-7 for fire retardant roof covering materials, per City of Poway Ordinance No. 64. Fiberglass sunshade #5 must also meet Class A fire rating. Approved numbers or shall be placed on the building in such a position as to be plainly visible and legible from the street fronting the property. Said numbers shall contrast with their background. Address may be required at private driveway entrances. 3. Each chimney used in conjunction with any fireplace shall be maintained with a spark arrester. The site plan and driveway shall be modified to provide access for Fire Department apparatus by way of acc ss roadways with all-weather driving sur- face of not less than 20' of unobs ructed width, f tut- and ha. nga mir ype sha 1 be approved by the City Engineer, pursuant to the City of Poway Mun cipal Code. A new fire hydrant will be required if the home is more than 500 feet from the closest existing hydrant. Building site plans must show the closest hydrant.
