D VE MENT R V 9-87 AS ESS R' RC L BER 32 - - 0 WHEREAS, Minor evelopment Review 89-87, Hlllslde/Rldgeline, by Enrique Rodriguez/T e Pelican Group, applicant, requests approval to construct a 3,347 square foot s ngle-famlly residence for the property located at 12625 Gate Drive in the PC/RR-- zone; and WHEREAS, on August 22, 1989, the City Council held a hearing on the above- ~ item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: Environmental F' : This project is exempt from Environmental Review under Category 3 of the CEQA guidelines. Seci : That the proposed development is in conformance with the Poway General Plan in that the proposed use is a two story, single family residence and the General Plan designation is Planned Community/Rural C. e Tha the pro osed develo ent will not have an adverse ae thetic, hea th, safe y, or archi ecturally related impact upon ad otntng pro- per les, in hat the gra tng design, building placement, onstruction met od, bull lng materia s, and elevations will be compat ble with surrounding properties. That the proposed development is in compliance with the Zoning Ordinance, in that it complies with the setbacks, height limit, and all other property development standards of the RR-C zone. That the proposed development encourages the orderly and h appearance of structures and property within the City, in that all surrounding properties are under the same zoning designation as the subject lot and are to be developed as single-family residences similar to the proposed project. The City Council hereby approves Minor Development Review 89-87 subject to the following conditions: 1. Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. Resolution No. P-89-84 Page 2 APPLICANT SHALL CONTACT THE DEPARTHENT OF PLANNING SERVICES REGARDING COHPLIANCE WITH THE FOLLOWING CONDITIONS: 1. The approprlate Bulldlng Department approvals shall be received prior to Initiation of construction. A!1 applicable construction standards pertaining to private driveways shall be mat (Nuntclpal Code Section 17.08.1go. P) to the satlsfactton of the Directors of Public and Planning Services, All manufactured slopes over five feet in height shall be planted with ground cover, shrubs, and trees, and maintained in a healthy growing con- dition in accordance with Ordinance No. 77. 4. A landscape and irrigation plan shall be submitted to the City for review and approval prior to issuance of a building permit. 5. All new and existing utilities shall be undergrounded. APPLICANT SHALL CONTACT THE DEPARTMENT OF PUBLIC SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: 1. Future grading of the hillside portions of the subject lot shall be prohi- bited. The a plicant shall pay a $500 inspection fee to the City's Public Services De ar ment prior to building permit Such fee is to be used to pay fo C ty Inspector's time in making necessary inspections of the project si e hat are required prior to issuance of said building permit an /or Certificate of Occupancy. A rig permit shall be obtal ed from the City's Public Services Department or any work to be done w thin the public street right-of-way. Any modifica- ion to the approved gradin which will result in the movement of more than 0 cubic yards requires a g ading permit to be obtained prior to start of he grading operation. Add tional inspection fee may be required. 5. Please contact Public Services for payment of water, drainage, sewer, traf- fic mitigation, and park fees prior to building permit issuance. Resolution No. P-89-84 Page 3 APPLICANT SHALL CONTACT THE DEPARTNENT OF SAFETY SERVICES REGARDING COHPLIANCE WITH THE FOLLOWING CONOITIONS: Roof covering shall meet Class A fire retardant testing as specified in the Uniform Building Standards No. 32-7 for fire retardant roof covering materials, per City of Poway Ordinance No. 64. Approved numbers or addresses shall be placed on the building In such a posltton as to be plalnly vlstble and legtble from the street fronting the property. Said numbers shall contrast with thelr background, Address will be required at prtvate driveway entrances. 3. Each chimney used in conjunction with any fireplace shall be maintained with a spark arrester.
