WHEREAS, Conditional Use Permit 89-10 submitted by the City of Poway, appli-
cation, for the pu pose of establishing a City park on the real property
situated in the Ci y of Pow y, County of San Diego, State of California,
described as a por ion of t e southeast quarter of the northeast quarter of
Section 12, Townsh p 13 Sou h, Range 2 West, San Bernardino Meridian, regularly
came before the Ci y Counci for public hearing and action on August 22, 1989;
and
WHEREAS, the City Council has read and considered said report and has con-
sidered other evidence presented at the public hearing.
NOW, THEREFORE, the City Council of the City of Poway does hereby resolve as
follows:
Section 1: I :
The City Council finds that the proposed Negative Declaration designated
with SP 89-06 adequately discusses the environmental concerns of this pro-
ject.
That the location, size, design, and operating c aracteristics of the
proposed use will be compatible with and will no adversely affected or
be materially det imental to adjacent uses, resi nces, buildings,
structures, or na ural in that the si ng of pa sive
recreation area o the park within residential ne ghborhoo s is found to
be necessary for he recreational needs of the ne ghborhoo and that
the 1 business and proposed park uses wi 1 benefl from each
other.
That the harmony in scale, bulk, coverage, and density is consistent
with adjacent uses, in that is is architecturally compatible with the
surrounding development.
That there are available public facilities, services, and utilities to
the new park.

That there will not be a harmful effect upon desirable neighborhood
characteristics, in that the passive recreational area is located near
the residential zone and the active park area near the surrounding com-
mercial zone.
That the generation of traffic will no adversely impact the
surrounding street and/or the City's C rculation Element, in that the
off-street parking lot will be provide in the park and that three of
the roads bordering the property will e widened and improved to
include on-street parking.
