P- 89-92 A F CIT C UNCIL OF TH IT P Y, C I ORNIA APPROVING MI 0 D V OP T RE E 89-108 AND U D RG 0 D VER - 7 ASSESSO ' P R L MBER S-181-08 WHEREAS, Minor D velopment Review 89-108 and Underground Waiver 8g-07 was submitted by Barton ab and approved by the Planning Services Department and an appeal of the of approval for MDRA 89-108 and Underground Waiver 89-07, was filed by he applicants; and WHEREAS, on August 22, 1989, the City Council held a hearing on the above- ~ item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: : The City Council finds that this project is exempt under provisions of the California tal Quality Act as a small 1 structure {Class 3). Section MDRA 89-108 That the proposed development is in with the Poway General Plan because the General Plan designates the site for single-family residential use and the proposed project is a single-family home. The proposed development will not have an adverse aesthetic, health, safety, or architecturally related impacts upon adjoining properties, in that the proposed home meets all development standards for the RR-C zone. m That the proposed development is in compliance with the Zoning Development Code, in that all development standards will be met through project construction. The proposed development encoura es the ord rly and harmonious appearance of structures and pro erties wit in the City because the proposed building will incorpora e architec ural details, materials, and colors that are compatible w th surroun lng residential uses. UW 89-07 1. The proposed project is in an area of exclusively overhead service and -- new poles will not be added as a result of the service. No. P- 89-92 Page 2 The building site is the last lot to be developed in an area where all surrounding properties are served by overhead lines. 3. The site is not located on a Circulation Element road. 4. The house shall have underground Section 3: Clt eclslon= The City Council hereby affirms staff's approval of Minor Development Review 89-108 and Underground Waiver 89-07 subject to the following conditions: APPLICANT SHALL CONTACT THE DEPARTMENT OF PLANNING SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: 1. The appropriate Building Department approvals shall be received prior to of construction. 2. A waiver of the requirement to underground utilities shall be recorded prior to issuance of building permits. 3. A letter of certification is required from the Poway Unified School District prior to building permit 4. Water, sewer, and fire protection systems plans shall be designed and constructed to meet requirements of the City of Poway. 5. The citrus trees and mature eucalyptus trees on the site shall be retained and incorporated into the landscaping for the site. 6. Revised working drawings incorporating the change in the entry tower shall be submitted to Planning prior to issuance of building permits. 7. Self-generating water softeners are prohibited in accordance with Chapter 13.04 of the Municipal Code. 8. This permit shall become null and void on August 22, 1990 if building permits have not been issued. APPLICANT SHALL CONTACT THE DEPARTMENT OF SAFETY SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS= Roof covering shall meet Class A fire retardant testing as specified in the Uniform Building Standards No. 32-7 for fire retardant roof covering per City of Poway No. 64. Resolution No. p_89-92 Page 3 Approved numbers or addresses shall be placed on the building in such a position as to be plainly visible and legible from the street fronting the property. Said numbers shall contrast with their background. Address will be required at private driveway entrances. 3. Each chimney used in conjunction with any fireplace shall be maintained with a spark arrester. Dead end access roadways in excess of 150 feet long shall be provided with approved provisions for the turning around of Fire Department apparatus.
