Res P-89-94NO. p-89-94 F CIT CO CI F H I Y 0 P Y, C LIF NI APPRO IN I 0 DE EL ENT EVI 8 -116 AS ES 0 ' ARC L BER 78- 1- 2 WHEREAS, Minor Development Review 88-116, submitted by the John Bruno, applicant requests approval to construct a 3,554 square foot single-family resi- dence for the property located at 14930 Gavan Vista Road in the RR-B zone; and WHEREAS, on August 29, 1989, the City Council held a hearing on the above- referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: Envi : This project is exempt from Environmental Review under Category 3 of the CEQA guidelines. Section That the proposed development is in conformance with the Poway General Plan in that the proposed use is single family residential and the General Plan designation is Rural Residential B. That the pro osed develo ment will not have an adverse health, safe y, or archi ecturally related impact upon ad oining pro- perties, in hat the gra lng design, building placement, onstruction method, buil lng materia s, and elevations will be compat ble with ) properties. ® That the proposed development is in compliance with the Zoning Ordinance, in that it complies with the setbacks, height limit, and all other property development standards of the RR-B zone. That the proposed development encourages the orderly and h appeara ce of structures and proper within the City, in that surroun lng properties to th east, outh, and west, are und r the same zoning esignation as the su ject lo and are to be develope as single- amily residences sim lar to he proposed project, an the pro- Ject design is sensitive to he views from the open space wh ch is adjacent to the north. Section 3: Decision: The City Council hereby approves Minor Development Review 89-116 subject to the following conditions: E No. P- 89-94 Page 2 Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. APPLICANT SHALL CONTACT THE DEPARTMENT OF PLANNING SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: 1. The appropriate Building Department approvals shall be received prior to initiation of construction. 2. All new and existing shall be undergrounded. 3. School impact fees shall be paid at the time of issuance of Building Permits. m Water, sewer, and fire protection systems plans shall be designed and ~ to meet requirements of the City of Poway and the County of San Diego Health Department. All manufactured slopes over five feet in height shall be planted with ground cover, shrubs, and trees, and maintained in a healthy growing con- dition in accordance with Ordinance No. 77. Se A tree retention plan shall be submitted prior to the issuance o a grading permit for the site. The lan need not plot the location of trees but should illustrat the boundaries o the area within wh ch trees will be removed. Trees wh ch are to be reta ned may be removed n the future should they become iseased provided hey are replaced wi h a tree species capable of reaching the same or grea er height. 7. The pedestrian/equestrian trail shall be improved to City standards prior to certificate of occupancy. APPLICANT SHALL CONTACT THE DEPARTMENT OF PUBLIC SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: All applicable construction standards pertaining to private driveways shall be met (Municipal Code Section 17.08.190.P) to the satisfaction of the Directors of Public and Planning Services. 2. A grading plan for the development of the property shall be submitted to the City for review and approval prior to issuance of a grading permit. A right-of-way permit shall be obtained from the City's Public Services Department for any work to be done wit in the street rig Said work may include, but is not to be lim ted to, construction of driveway approach, water service line installat on, street construction including concrete curb, gutter, and sidewalk, ermit shall be obtained prior to start of work. Resolution No. P- 89-94 P~ge 3 e The area to be graded for the building pad and accessory structures shall not exceed 15,000 square feet. Prior to issuance f a building permit, the applicant shall complete the construction of pu lic improvements as shown on City Drawing #801-04-185 and as agreed upon by cCabe Engineering Inc. in that standard agreement exe- cuted on December , 1987. Development fees shall be p d on the date of the building's f nal inspec- tion or at the date the Cer ficate of Occupancy is issued, occurs later, but a security depos for the full amount shall be pos ed with the City prior to building perm issuance: Park Fees, Traffic Mi igation Fees, Drainage Fees, Water Expans on Fees. Leach field layout shall be approved by the City Engineer prior to grading permit road maintenance agreement, for Gavan Vista Road, in a form satisfactory o the City Attorney, shall be executed by the owner and/or developer prior o building permit issuance. Said agreement is to comply with Ordinance No. 80. g. Please contact Public Services Department for payment of water, drainage, sewer, traffic mitigtion, and park fees prior to building permit APPLICANT SHALL CONTACT THE DEPARTMENT OF SAFETY SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: Roof covering shall meet Class A fire retardant testing as specified in the Uniform Building Standards No. 32-7 for fire retardant roof covering materials, per City of Poway Ordinance #64. Approved numbers or addresses shall be placed on the building in such a position as to be plainly visible and legible from the street fronting the property. Said numbers shall contrast with their background. Address may be required at private driveway entrances. 3. Each chimney used in conjunction with any fireplace shall be a spark arrester. with e Dead end access roadways in excess of 150 feet long shall be provided with approved p for the turning around of Fire Department apparatus.
