178,07 square feet on Parcels 4 and 5 of Map No. 56 8 and Lot 8 of Map No.
11742 ocated at the eastern end of Kirkham Court n he Pomerado Business Park;
and
WHEREAS, on August 29, 1989, the City Council held a hearing on the above-
item.
NOW, THEREFORE, the City Council does hereby resolve as follows:
The City Council finds that the potential impacts of this pro-
Ject were adequately discussed in the EIR and Subsequent EIR for the South
Poway Planned Community.
That the proposed development is in conformance with the City of Poway
General Plan and the South Poway Planned Community Development
Standards, in that the proposed buildings are designed in

1. Site shall be developed in accordance with the approved site plans on file
in the Planning Services Department and the contained herein.

Approval of this request shall not waive compliance with all sections of the
Zoning Development Code and all other applicable City Ordinances in effect
at the time of building permit issuance.

Trash receptacles shall be enclosed by a six foot high decorative masonry
wall with view-obstructing gates pursuant to City standards. Location and
design shall be subject to approval by the Planning Services Department.

All roof appurtenances, including air conditioners, shall be architecturally
integrated, shielded from view and sound buffered from adjacent properties
and streets as required by the Planning Services Department.
Prior to any use of the project site or business activity being
thereon, all conditions of approval contained herein shall be completed to
the satisfaction of the Director of Planning Services.
The applicant shall comply w th the latest adopted Uniform Building Code,
Uniform Mechanical Code, Uni orm Plumbing Code, National Electric Code,
Uniform Fire Code, and all o her applicable codes and ordinances in effect
at the time of building perm t issuance.
For a new reside tial dwelling unit(), the applicant shall pay devel pment
fees at the esta lished rate. Such ees may include, but not be limi ed to:

paid prior to bu lding permit issuance.
For a new commercial or industrial development, o addition to an existing
development, the applicant shall pay development ees at the

Building colors are to be cleared with the Planning Services Department
prior to issuance of building permits. All concrete surfaces are to be
either painted, textured, or sandblasted.
PARKING AND VEHICULAR ACCESS
1. arking lot landscaping shall include of a minimum of one 15 gallon size
ree for every three parking spaces. For parking lot islands, a minimum 12
rich wide walk adjacent to parking stalls shall be provided and be separated
rom vehicular areas by a six inch high, six inch wide portland concrete

2. Parking lot lights shall be low pressure sodium and have a maximum height of
25 feet from the finished grade of the parking surface and be directed away
from all property lines, adjacent streets and residences.

LANDSCAPING
A detailed landscape and irrigation plan shall be submit ed and approved by
the Planning Services Department prior to issuance of bu lding ermits.

SIGNS
Any signs proposed for this development shall be designed and approved in
with the Sign Ordinance and signage in
Volume II of the South Poway Development Plan.
ADDITIONAL APPROVALS RE
The applicant shall provide verification of State Board of Equalization
notification and that appropriate reviews and/or approvals have been
accomplished to the satisfaction of the Director of
Services.
APPLICANT SHALL CONTACT THE PUBLIC SERVICES DEPARTMENT REGARDING COMPLIANCE WITH
THE FOLLOWING CONDITIONS:
GRADING
Grading of the subject property shall be in accordance with the Uniform
Building Code, City Grading 0 approved grading plan and geotech-
nical report, and the South Poway Planned Community D
A soils report shall be prepared by a qualified engineer licensed by the
State of California to perform such work at first submittal of a grading
plan.

STREETS AND SIDEWALKS

All parking lot structural sections shall be submitted to, and approved by
the Director of Public Services. Pavement sections shall conform to the
minimum required by the Poway Municipal Code, Section 12.20.88.

7. A final compaction report shall be submitted and approved prior to issuance
of building permits.
8. A letter from the project Civil Engineer certifying the site grading shall

DRAINAGE AND FLOOD CONTROL

crosses the roadways.
4. Concentrated flows across driveways and/or sidewalks shall not be permitted.
UTILITIES
1. All proposed utilities within the project shall be installed underground.
2. Existing telephone, gas, electric, and all other public utilities and appur-
tenances shall be shown on the grading plans.
3. All on-site water mains shall be public. A 20 foot wide easement shall be
dedicated to the City over all water mains prior to occupancy.
4. Utility easements shall be provided to the specification of the serving util-
ity companies and the Director of Public Services.
The applicant shall pay for a water system analysis to establish the proper
size and location for the public water system. The amount will be deter-
mined by the cost of the analysis and shall be paid upon demand by the City.
Improvement plans for the on-site water mains shall be prepared on standard
size sheets signed by a registered Civil Engineer and submitted to the City
for approval.
7. Developer shall construct a light system conforming to City of Poway
Standards at no cost to the public, subject to the following:

A wildland fuel mitigation plan shall be submitted to eliminate an poten-
tial threat of spread of fire from the proposed building and the o en space
easement. This plan shall be to the satisfaction of the Director f Safety
Services, Planning Services, and Community Services prior to build ng occu-
pancy.
The buildings will be required to install an approved fire sprinkler system.
The entire system is to be monitored by a central monitoring agency. A
system post indicator valve with tamper switch, also monitored, is to be
located by the City Fire Marshal prior to installation.
The addition of on-site fire hydrants is required. The location of the
hydrants shall be determined by the City Fire Marshal. All fire hydrants
shall be Jones 3775.
A Knox Security System Box and padlocks shall be required for each building
and post indicator valve. Electric override shall be provided on gated
access to rear of building.
6. Material Safety Data Sheets shall be required for all hazardous and/or toxic
substances used in each building.
Fire Department access for use of heavy fire fighting equipment shall be
provided to the immediate job construction sites at the start of construc-
tion and maintained at all times until construction is completed.
8. Access roadways for fire apparatus shall be designated as fire lanes with
-- appropriate signs and curb markings.

The buildings shall be provided with approved automatic smoke and heat
vents.

construction activity has been substantially completed to the satisfaction
of the City.
An Emergency Contingency Plan and Hazardous Materials Disclosure is required
to be filed with the San Diego County Department of Health and copies pro-
vided to the Fire t.
12. All access roadways within the project area shall be provided with turning
radius meeting CalTrans standards for a 48 foot turning radius.
13. Emergency fire access to the wildland area shall be provided in the north-
western portion of the property.
14. A site plan directory shall be located at each entrance driveway into the
project for ease of building location.

1. Should these lots be further divided, each final map shall be submitted for
approval by the Director of Public Services.
2. Prior to occupancy, all dedications shall be made and
