WHEREAS, Development Revie 89-1 , submitted by Woodcrest Development, Inc.,
applicant, requests appr val o the evelopment review to allow the construction
of 67 single-family dwel ings n Ten ative Tract Map No. 88-03, located north
and west of the intersec ion o Oak noll Road with Poway Road and approximately
1,000 feet northwest of he in ersec ion of Poway and Pomerado Roads; and
WHEREAS, on September 5, 1989, the City Council held a hearing on the above-
refernced item.
NOW, THEREFORE, the City Council of the City of Poway does resolve as
follows:

The City Counctl hereby approves Development Review 89-13 subject to the
following conditions:
Within 30 days of approval the applicant shall submit in writing that
all conditions of approval have been read and understood.
All conditions of Resolutlon No. P-88-92 shall apply except as modified
in this resolution.

A development pla illustrating the placement of specific architectural ele-
vations, placemen of various roof colors and materials, and the location
and sequence of d fferent color schemes shall be submitted to and approved
by the Director o Planning Services prior to the issuance of building per-
mits.
2. The plotting plan shall be revised to show a one story model on Lot 33.
Prior to issuance of building permits, the developer shall submit a phasing
and construction traffic plan which illustrates the sequence for finaling of
the homes.
Prior to the issuance of building permits, the applicant shall submit a
revised materials sample board for review by the Director of Planning
Services. Materials shall include three different shades of roof tile and
three different trim colors.

Five foot high wood, stu co, or decorative block fencing hall be installed
along or behind the fron yard line extending from house o house. A five
foot high wood, stucco, ecorative block, or view fence w ll be installed
along the rear property ine. The design and material ut lized for the fen-
ces shall be subject to he approval of the Director of P arming Services.
Fencing shall be installed prior to final occupancy.
Working drawings shall include a certification by a recognized
expert that the requirements of the City of Poway's Noise Ordinance will be
met.

At the completion f construction, and prior to occupancy, interior and
exterior CNEL shal be determined by field testing at developer's expense.
Tests to be conduc ed by a recognized acoustical expert. No occupancy per-
mits shall be gran ed until Condition G-5 for "Sound Transmission Control"
is met to the satisfaction of the Building Code {latest adopted edition).

Site shall be developed in accordance with the approved site plans on file
in the Planning Services Department and the conditions contained herein.
Woodcrest Road to be renamed to avoid confusion with Woodcreek Road in
Poway.
Self-generating water softeners are prohibited in accordance with Chapter
13.04 of the Municipal Code.
Revised site plans and building elevations incorporating all of
approval shall be submitted to the Planning Services prior to
issuance of building permits.
Approval of this request shall not waive compliance with all sections of the
Zoning Development Code and all other applicable City Ordinances in effect
at the time of building permit '
The developer shall provide a minimum of 25% of the lots with adequate
sideyard area for recreation vehicle storage pursuant to City standards, and
the C.C.&R.'s shall prohibit the storage of recreational vehicles in the
required front yard setback.

Mail boxes, on lots 10,000 square feet or less in size and in areas where
sidewalks are required, shall be installed and located by the developer sub-
ject to approval by the Planning Services Department.

Prior to any use of the project site or business activity being commenced
thereon, all conditions of approval contained herein shall be completed to
the satisfaction of the Director of Planning Services.

Uniform Mechanical Code, Uni orm Plumbing Code, National Electric Code,
Uniform Fire Code, and all o her applicable codes and ordinances in effect
at the time of building perm t '

fees at the esta lished rate. Such ees may include, but not be limi ed to:
Permit and Plan hecking Fees, Schoo Fees (in accordance with City-a opted

18. This approval shall become null and void if building permits are not issued
for this project within one year from the date of project approval.
LANDSCAPING
All landscape plans and landscape development will conform to the City of
Poway Guidelines to Landscape Development and City of Poway Landscape
Standards.

All developments required to construct public Landscape Maintenance District
(LMD) ts will be responsible to maintain those facilities for a 12
month period to City

An entry monument of up to eight feet in height is to be constructed near
Lot 67. The height, design, and material for the monument shall be subject

Director of Public Services. Slopes of 1½:1 are not acceptable at this
time.
