P- 89-118 F CIT 0 CI F H I Y 0 P Y, APPRO IN I 0 DE EL ENT E I 8 -140 AS ES 0 ' ARC L BER 2 - O- 2 WHE EAS, Minor Development Review 89-140, submitted by Mark Perrin and Gordon arter, applicants, request approval to construct a 2,538 square foot single- amily residence for the property located at 15831 Blue Crystal Trail in the RR- zone; and WHEREAS, on October 3, 1989, the City Council held a hearing on the above- item. NOW, THEREFORE, the City Council does hereby resolve as follows: This project is exempt from Environmental Review under Category 3 of the CEQA guidelines. That the proposed development is in conformance with the Poway General Plan, in that the proposed use is a two-story, single-family residence and the General Plan designation is Rural Residential A which permits residential uses. That the pro osed will not have an adverse health, safe y, or archi ecturally related impact upon adjoining pro- perties, in hat the gra lng, design, buidling placement, construction method, bull lng materia s, and elevations will be compatible with ~ properties, and slopes previously grubbed and cleared will be revegetated. That the proposed development is in compliance with the Zoning 0 in that it complies with the setbacks, height limit, and all other property development standards of the RR-A zone. e That the proposed development encourages the orderly and h appearance of structures and property within the City, in that all surrounding properties are under the same zoning designation as the subject lot and are to be developed as single-family residences similar to the proposed project. Section 3: C : The City Council hereby approves Minor Development Review 89-140 subject to the following conditions: Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. Per Section 17.08.180 of the Poway Zoning Development Code, the driveway must be constructed of six inch Portland concrete where the slope is 15 per- cent or greater. 7. Future grading of the hillside portions of the subject lot shall be prohi- bited unless approved by City Council. 8. Self-generating water softeners are prohibited in accordance with Chapter 13.04 of the Municipal Code. This permit shall become null and void on October 3, 1990 if building per- mits have not been issued. One six-month time may be granted. An application for extension must be submitted no later than 45 days prior to expiration. The above conditions pertainin to improvements on Blue Crystal Trail Road and the installation of adequa e water supply source and fire hydrants were similarly imposed on MDRA 87-1 due to its encumbrance with the same cove- nant of improvement requiremen s hereinbefore The applicant shall at his/her option, coordinate with the applicant of MDRA 87-16 (if reactivated) for compliance with said improvement requirements. Roof covering shall meet Class A fire testing as in the Uniform Building Standards No. 32-8 for fire retardant roof covering materials, per City of Poway Ordinance No. 64. e Approved numbers or addresses shall be placed on the building in such a position as to be plainly visible and legible from the street fronting the property. Said numbers shall contrast with their background. Address shall be required at private driveway entrances. 3. Each chimney used in conjunction with any fireplace shall be maintained with a spark arrester. e The turning radius at the driveway entrance and required t for fire shall be designed to the satisfaction of the Director of Safety Services or a residential sprinkler can be installed in lieu of providing adequate fire access. 5. Standby water for firefighting is A 10,000 gallon water tank shall be installed at a location determined by the City Fire Marshal.
