WHEREAS, Minor Development Review 89-123, by Patrick Montoya,
applicant, requests approval to construct a 3,022 square foot single-family
residence for the property located at 12315 Old Stone Road in the RS-2 zone; and
WHEREAS, on October 10, 1989, the City Council held a hearing on the above-
referenced item.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: E
This project is exempt from Environmental Review under Category 3 of the
CEQA guidelines.
Section :
That the proposed development is in with the Poway General
Plan in that the proposed use is a two story, single-family residence
and the General Plan designation is Residential Single-Family 2 which
permits residential uses.
That the pro osed develo ment will not have an adverse
health, safe y, or archi ecturally related impact upon ad oining pro-
perties, in hat the gra lng design, building p
method, bull lng and elevations will be compat ble with
surrounding properties.
That the proposed development is in compliance with the Zoning
Ordinance, in that it complies with the setbacks, height limit, and all
other property development standards of the RS-2 zone.
That the proposed development encourages the orderly and
appearance of and property within the City, in that all
surrounding properties are under the same zoning designation as the
subject lot and are to be developed as single-family residences similar
to the proposed project.
The City Council hereby approves Minor Development Review 89-123 subject to
the following conditions:

ited unless approved by City Council.
Self-generating water softeners are prohibited in accordance with Chapter
13.04 of the Municipal Code.
8. This permit shall become null and void on October 10, lggo if building per-
mits have not been issued.

The private road adjacent to and/or within the property including th t off-
site portion of said road from Old Stone Road, shall be improved to ity of
Poway's Non-Dedicated Rural Road Standards per Ordinance No. 280. I s
completion thereof shall be done prior to issuance of building's Cer ificate
of Occupancy.
A road constru tion and maintenance agreement, for Old Ston Road from
Pomerado Road o the site, in a form satisfactory to the Ci y Attorney,

sewer, drainage, traffic mitigation, and park fees, if any, prior to
building permit issuance.

Roof covering shall meet Class A fire retardant testing as specified in the
Uniform Building Standards No. 32-7 for fire retardant roof covering
materials, per City of Poway Ordinance No. 64.
Approved numbers or addresses shall be placed on the building in such a
position as to be plainly visible and legible from the street fronting the
property. Said numbers shall contrast with their background. Address will
be required at private driveway entrances.
