P-89-121 A F T CI Y C UNCIL OF T IT 0 Y, S I, I -1 AN APPRO N V 0 M T VIE 89-13 ASSESSOR'S PA E M R 16- 0-3 , 317-153-16, 7- 2 - 1, WHEREAS, Development Revie 89-1 , submitted by Woodcrest Development, Inc., applicant, requests appr val o the evelopment review to allow the construction of 67 single-family dwel ings n Tract Map No. 88-03, located north and west of the intersec ion o Oak noll Road with Poway Road and approximately 1,000 feet northwest of he in ersec ion of Poway and Pomerado Roads; and WHEREAS, on October 10, 1989, the City Council held a hearing on the above- referenced item. NOW, THEREFORE, the City Council of the City of Poway does resolve as follows: Section 1: he City Council f nds that no new impacts beyond those d scussed within the nttt 1 Review for the original underlying ract map have been dent lied. There ore, the Negative Declaration with mit gation measures ssue for TTM 88-3 is found to be adequate to address a 1 mpac s for this project. Section 2: Fin~ : That the proposed development is in conformance with the Poway General Plan in that it proposes of single-family homes in an area designated for residential use. Tha the proposed development wi 1 not have an adverse aesthetic, hea th, safety, or y related impact upon adjoining prop- eft es, because rooflines, mater als, and building locations will be var ed, and the colors, architec ural styles, and building materials are compatible with nearby developments. ® That the proposed development is in compliance with the Zoning Ordinance because the homes meet the development standards of the underlying zoning. e That the proposed development encourages the orderly and h appearance of and property within the City, because it is similar to and complements other residential development in the vicin- ity. That the slopes exceeding 30 feet in height are acceptable so long as benches are installed on such slopes, contour grading is used on all manufactured slopes over 15 feet in height and adequate landscaping is installed. No. P-89-121 Page 2 The City Council hereby rescinds Resolution No. P-89-109 and approves Development Review 89-13 subject to the following conditions: Within 30 days of approval the shall submit in writing that all conditions of approval have been read and understood. 2. The plotting plan shall be revised to show a one story model on Lot 33. ® Prior to issuance of building permits, the developer shall submit a phasing and construction traffic plan which illustrates the sequence for finaling of the homes. Prior to the issuance of building permits, the applicant shall submit a revised materials sample board for review by the Director of Planning Services. Materials shall include three different shades of roof tile and three different trim colors. Five foot high wood, stu co, or decorative block fencing hall be installed along or behind the fron yard line extending from house o house. A five foot high wood, stucco, block, or view fence w ll be installed along the rear property ine. The design and material ut lized for the fen- ces shall be subject to he approval of the Director of P arming Services. Fencing shall be installed prior to final occupancy. Working drawings shall include a certification by a recognized expert that the requirements of the City of Poway's Noise Ordinance will be met. m At the completion f and prior to occupancy, interior and exterior CNEL shal be d by field testing at developer's expense. Site shall be developed in accordance with the approved site plans on file in the Planning Services Department and the conditions contained herein. Woodcrest Road to be renamed Crest Road to avoid confusion with Woodcreek Road in Poway. Self-generating water softeners are prohibited in 13.04 of the Municipal Code. with Chapter Revised site plans and building elevations incorporating all conditions of approval shall be submitted to the Planning Services Department prior to issuance of building permits. Approval of this request shall not waive compliance with all sections of the Zoning Development Code and all other applicable City Ordinances in effect at the time of building permit The developer shall provide a minimum of 25% of the lots with adequate sideyard area for recreation vehicle storage pursuant to City standards, and the C.C.&R.'s shall prohibit the storage of vehicles in the required front yard setback. Mail boxes, on lots 10,000 square feet or less in size and in areas where are required, shall be installed and located by the developer sub- ject to approval by the Planning Services Department. Prior to any use of the project site or business activity being commenced thereon, all conditions of approval herein shall be completed to the satisfaction of the Director of Planning Services. 16. The applicant shall comply w th the latest adopted Uniform Building Code, Uniform Mechanical Code, Uni orm Plumbing Code, National Electric Code, Uniform Fire Code, and all o her applicable codes and ordinances in effect at the time of building perm t issuance. 17. For a new reside tial dwelling unit(), the applicant shall pay devel pment fees at the esta lished rate. Such ees may include, but not be limi ed to: Permit and Plan hecking Fees, Schoo Fees {in accordance with City-a opted policy and/or or inance), Water and ewer Service Fees. These fees s all be paid prior to bu lding permit issuance. 18. This approval shall become null and void if building permits are not issued for this project within one year from the date of project approval. All landscape plans and landscape development will conform to the City of Poway Guidelines to Landscape Development and City of Poway Landscape Standards. All sales maps that are distributed or made to the public shall include but not be limited to trails, future and existing schools, parks, and streets. A masonry wall of up to eight feet i height shall be installed along the top of slope on the south side of Lo s 49 to 54 to reduce the noise impacts from the 1 area.
