P-89-123 F CIT OU I F I 0 P Y, C A PR' N VE OP T RE I W - 7 AS ES ' RC L BER 1 -2 - 0 WHEREAS, Development Review 89-17, submitted by McMahon/Oliphant, applicant, requests approval of two industrial buildings located on Lot 45 in the Pomerado Business Park, in the PC {Planned Community) zone; and WHEREAS, on October 10, 1989, the City Council held a hearing on the above- referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: E tal Fin( The City Council finds that the potential environmental impacts of this pro- ject were adequately discussed in the EIR and Subsequent EIR for the South Poway Planned Community. Section 2: F : That the proposed developm nt is in with the Poway General Plan and the South Poway Panned Community Development Plan, in that the proposed light industr al buildings conform to the land use plan and development standards or the planned community. e Tha the roposed development will not have an a verse aesthetic, hea th, s fety, or architecturally related impac upon adjoining pro- per les, n that the proposed buildings are simi ar to and will comple- men exis lng buildings in the area and in that ull screening will be provided or storage areas. That the proposed development is in compliance with the Zoning Ordinance because it conforms to the SPPC Development Standards text. e That the proposed development encourages the orderly and appearance of structures and property within the City through their con- sistency with the SPPC plan which provides high standards of develop- ment for a planned community. Section 3: Cit, Decision: The City Council hereby approves Development Review 89-17 subject to the following conditions: Within 30 days of approval the applicant shall submit in writing that all conditions have been read and understood. All work other than loadlng and unloading must be done wtthin the walls of the buildings. The eight foot high masonry wall which screens the parking area at the back of the site shall be concrete tilt-up, detailed and painted to match the building. Retaining walls surrounding transfomers at the northwest corner of the site shall be grey split face block or other material which will complement the building. Unpainted concrete block will not be approved. Parking space overhang shall be 11mited to one foot between Buildings 1 and 2 to allow for a landscaped area at least four feet in width adjacent to the buildings. 5. Any gates within parking areas shall be designed so as not to interfere with required parking spaces and driveway aisles. 6. Site shall be developed in accordance with the approved site plans on file in the Planning Services Department and the conditions contained herein. Revised site plans and building elevations incorporating all conditions of approval shall be submitted to the Planning Services Department prior to issuance of building permits. 8. Approval of this request shall not waive compliance with all sections of the Zoning Development Code and all other applicable City 0 in effect at the time of building permit issuance. e All roof appurtenances, includin air condit oners, shall be architecturally integrated, shielded from view a d sound bur ered from adjacent properties and streets as required by the P arming Serv ces Department. The building parapet walls shall be of suffic ent height o screen a standard air con- ditioning unit. 10. Prior to any use of the project site or business activity being commenced thereon, all conditions of approval contained herein shall be completed to the satisfaction of the Director of Planning Services. 11. The applicant shall comply w th the latest adopted Uniform Building Code, Uniform Mechanical Code, Uni orm Plumbing Code, National Electric Code, Uniform Fire Code, and all o her applicable codes and ordinances in effect at the time of building perm t No. P- 89-123 Page 3 12. Building colors are to be approved by the Planntng Services Department prior to issuance of butldtng permits. All concrete surfaces are to be either painted, or 13. The overall height of the sandblasted panel around the base of the buildings shall be increased to eight feet. 14. 15. Design, construction, and location of the trash enclosures shall satisfy the requirements of the Planning Services Department. Trash enclosure walls may be tilt-up panels to match the building or split face block. 16. For a new or industrial development, or addition to n existing development, the ap licant shall pay development fees at the es ablished rate. Such fees ma include, but not be limited to: Permit an Plan Checking Fees, Wate and Sewer Service Fees. These fees shall e paid Prior to building permit ssuance. 17. A soils report shall be prepared by a qualified engineer licensed by the State of California to perform such work at first submittal of a grading plan. m The final grading plan shall be subject to review and approval by the Planning Services and Public Services Department and shall be completed prior to issuance of building permits. 4. A letter from the project Civil Engineer certifying the site grading shall be submitted prior to issuance of a building permit. 5. All new slopes shall have a maximum inclination of 2:1 {horizontal to vertical}. 6. A final compaction report shall be submitted and approved prior to issuance of building permits. 7. Buildings and parking lots shall be at least five feet from tops and toes of slopes. Pavement sections shall conform to the minimum required by the Poway Municipal Code Section 12.20.88. 2. Driveways shall have a minimum width of 30 feet and shall be designed as an alley apron. e Existing settlement monuments shall be identified on the grading plans and protected during construction, shall be permanently protected or relocated when they conflict with the permanent improvements. All parking lot structural sections shall be submitted to, and approved by the Director of Public Services. Pavement sections shall conform to the minimum required by the Poway Municipal Code Section 12.20.88. Private improvement plans prepared on standard size sheets by a Registered Civil Engineer shall be submitted for approval by the City Engineer. All proposed utilities within the project shall be underground. Utility easements shall be provided to the specification of the serving uti- lity companies and the Director of Public Services. 3. The developer shall be responsible for the relocation and undergrounding of existing public utilities, as required. ® Water, sewer, and fire protection systems plans shall be designed and constructed to meet requirements of the City of Poway and the Health Department of the County of San Diego. Existing telephone, gas, electric, and all other public utilities and appur- tenances shall be shown on the grading plans. All on-site water mains shall be public. A 20 foot easement shall be dedi- cated to the City over public water mains. plans for on-site water mains shall be prepared on standard sized sheets, signed by a Registered Civil Engineer, and submitted to the City for approval on demand by the City. The applicant shall pay for a water system analysis to establish the proper size and location for the public water system. The amount will be deter- mined by the cost of the analysis and shall be paid upon demand by the City. Developer shall construct a light system conforming to City of Poway Standards at no cost to the public, subject to the following: a® Cut-off luminaries shall be installed which will provide true 90 degree cutoff and prevent projection of light above the horizontal from the lowest point of the lamp or light emitting refractor or device. All fixtures shall use a clear, low pressure sodium vapor light source. CJ Advance energy charges and District engineering charges shall be paid by the developer. de Annexation to the lighting district shall be accomplished and evidence of annexation shall be accomplished at the time of final inspection or certificate of occupancy, whichever occurs later. The entire system is to be monitored by a central monitoring agency. A system post indicator valve with tamper switch, also monitored, is to be located by the City Fire Marshal prior to installation. The addition of on-site fire hydrants is required. The location of the hydrants shall be determined by the City Fi re Marshal. All fi re hydrants shall be Jones 3775. A Knox Security System Box and padlocks shall be required for each building and post indicator valve. Electric override switches shall be provided on gated access to rear of building. 4. Material Safety Data Sheets shall be required for all hazardous and/or toxic substances used in each building. Fire Department access for use of heavy fire fighting equipment shall be provided to the immediate job construction sites at the start of construc- tion and maintained at all times until construction is completed. Access roadways for fire apparatus shall be designated as fire lanes with appropriate signs and curb markings. Pti r to delivery of combustible building materials on site, water and sewer sys ems shall pass all required tests and be to the pub ic water and sewer systems. In addition, the first lift of asphalt pav ng shall be in place to provide adequate, permanent access for emergency veh cles. The final lift of asphalt shall not be installed until all other Ion activity has been substantially completed to the satisfaction of the City. An Emergency Contingency Plan and Hazardous Materials Discloser is required to be filed with the San Diego County Department of Health and copies pro- vided to the Fire Department. The buildings shall be provided with approved automatic smoke and heat vents. Bullding iden tflcation and/or addresses shall be placed on all new and existing bull ings so as to be plainly 'isible from the street or access oad; color o identification and/or ad resses shall contrast with their ackground co or. Minimum size of bull lng numbers is 18 inches on face of uilding. Ad resses shall also be disp ayed on the roof in a manner satis- actory to the Director of Safety Services. E No. P-89-[23 Page 8 12. Occupants wtth general storage and/or high-plied combustible stock must meet the req of Article 81 of Untform Fire Code and NFPA Standards 231 and 231C, GENERAL REI AND APPIL'OVAL$ 1. Should this lot be further divided, each final map shall be submitted for approval by the Director of Public Services. 2. All provisions of the Subdivision Ordinance of the Poway Municipal Code shall be met as they relate to the division of land. 3. Prior to occupancy, all dedications shall be made and easements granted as required above. 4. All existing settlement monuments shall be protected and preserved or relo- cated to the satisfaction of the City Engineer.
