P- 89-126 F CIT 0 IL F ITY 0 P Y, APPROVING M DI A ION T- C ITIO PERMIT 87-02 AS ES ' PARC L BER 1 - -65 WHEREAS, to Use Permit 87-02 by Church, applicant, request approval to install a cross structure for the church located at 13501 Community Road in the RS-2 zone; and WHEREAS, on October 17, 1989, the City Council held a hearing on the above- referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: Environmental : The City Council finds that this project is categorically exempt {Class 3) from the California Environmental Quality Act {CEQA). Section 2: : That the location, size, design, and operating characteristics of the proposed use will be compatible with and will not adversely affect or be materially detrimental to adjacent uses, residences, buildings, structures, or natural in that the structure is accessory to and compatible the semi-public church use in a residential zone. e That the scale, bulk, coverage, and density of the project is con- sistent with adjacent uses, in that no significant architectural change is occurring to the existing church buildings. 3. That there are available public facilities, and utilities. e That there will not be a harmful effect upon desirable neighborhood ch Se That the generation of traffic will not adversely impact the surrounding streets and/or the City's Circulation Element because current buildings and their use are not proposed to be altered. That the site is suitable for the type and intensity of use or develop- ment which is proposed. That there will not be significant harmful effects upon envi quality and natural because of the small scale of the pro- ject. 8. That there are no other relevant negative impacts of the proposed use -- that cannot be mitigated. Resolution No. P-89-126 Page 2 That the impacts associated with the proposed location, size, design, and operating characteristics of the proposed use and the conditions under which it would be operated or maintained will not be to the public health, safety or welfare, or materially injurious to properties or improvements in the vicinity and the use is consistent with the General Plan. Section 3: Cl cision: The City Council hereby approves Modification to Conditional Use Permit 87-02 subject to the following conditions: Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. The appropriate Building Department approvals shall be received prior to the initiation of construction. e The applicant shall comply w th the latest adopted Uniform Building Code, Uniform Mechanical Code, Uni om Plumbing Code, National Electric Code, Uniform Fire Code, and all o her applicable codes and ordinances in effect at the time of building perm t issuance.
