WHEREAS, Minor Development Review 89-49, submitted by Robert Savery,
applicant requests approval to construct a 1,500 square foot single-family resi-
dence located at 14637 Twin Peaks Road in the RR-A zone; and
WHEREAS, on October 17, 198g, the City Council held a hearing on the above-
referenced item.
NOW, THEREFORE, the City Council does hereby resolve as follows:

This project is exempt from Environmental Review under Category 3 of the
CEQA guidelines.

That the proposed development is in with the Poway General
Plan in that the proposed use is single family residential and the
General Plan designation is Rural Residential A.

Diego Health Department.

The design and materials used for the retaining walls shall be subject to
the approval of the Director of Planning Services prior to issuance of
grading permits. Block shall be textured and colored in earth tones to
blend with adjacent hillsides. Plain grey cement block will not be
approved.
The Planning Services Department may approve an alternative grading design
if it can be demonstrated that it will reduce wall or slope height or other-
wise reduce visual impacts.

The detailed landscape plans must be approved by the Planning Services
Department. Prior to issuance of grading permits, The landscape plans shall
include planting of shrubs and trees along the base of the six foot
retaining walls in order to minimize wall heights.

of permission obtained and a copy thereof shall be provided to the City's

The private road to the propo ed home within the north 30 feet of the pro-
perty shall be improved to Ci y of Poway's Non-Dedicated Rural Road
Standards per Ordinance No. 20. Its completion thereof shall be done prior
to issuance of building's Cer ificate of Occupancy.
A road agreement, f r the above mentioned private roads, in a
form satisfactory to the City A torney, shall be executed by the owner
and/or developer prior to build ng permit issuance. Said agreement is to
comply with Ordinance No. 280, ection 12.20.060.
There are no existing water and sewer mains adjacent to the property. In
order for the property to be serviced by public water and sewer, the appli-
cant shall accomplish one of the following:
Extend the existing mains located in Twin Peaks Road to the easterly
end of said property. An improvement plan shall be prepared and sub-
mit ed to the City's Public Services Department for review and shall
mee the City's Engineer's approval with the required securities
os ed and standard agreement for its construction executed prior to
ra lng permit issuance. A water sy tem anal sis shall be prepared
flor to issuance of grading permit o the proper size and
ocatlon of the new water main. A 2 foot wi e easement for each main
or a combined easement of 30 feet wi e shall e dedicated to the City
prior to issuance of a certificate o occupancy.

Make a request to the C ty Engineer for a temporary wate and sewer
connection to t e exist ng mains in Twin Peaks Road. A 300 processing
fee per applica ion sha 1 be paid at the time of said re uest. The
granting of sai connec ions is subject to City Council pproval. If
not approved, i will be necessary to extend the mains.
If the applicant chooses to have a septic system for sewage disposal, a
leach field layout shall be prepared and submitted to the City for review
and approval prior to grading permit issuance.
Driveway shall have a 12 foot minimum width and 25 percent maximum slope.
Contact Public Services for payment of water, drainage, sewer, traffic miti-
gation, and park fees prior to building permit issuance.

Uniform Building Standards No. 32-7 for fire retardant roof covering
per City of Poway Ordinance #64.

property. Said numbers shall contrast with their background. Address shall

This dwelling is being built on a parcel size of one acre and is beyond 500
feet maximum from the nearest fire hydrant. The dwelling will have to have
standby water for firefighting and/or a residential sprinkler system.
