P- 89-131 A F TH CITY COUN L 0 THE IT' 0 POW ~, CA IFOR A APPRO ING C ND TI NAL E PE MIT -OSTE ND DE EL PM NT R IEW 7-08 ASS SSOR' P RC L NU ER 3 7-48v-06 WHEREAS, C Use Permit 87-06TE and Development Review 87-08TE sub- mitted by Donald Breihan, applicant, for the purpose of obtaining a time exten- sion for a previously approved proposal to construct a 50 unit mobile home park with facilities and a manager's unit regularly came before the City Council for public hearing and action on October 31, 1989; and WHEREAS, the Director of Planning Services has recon~ended approval of the use permit, and development review time extensions, subject to all conditions set forth in the Planning Services Department report; and WHEREAS, the City Council has read and considered said report and has con- sidered other evidence presented at the public hearing. NOW, THEREFORE, the City Council of the City of Poway does resolve as follows: The City Council finds that the tal concerns relating to this pro- ject were adequately addressed in the previously certified EIR and Subsequent EIR for the South Poway Planned Community. Conditional Use Permit 87-06TE That the location, size, design, and, of the proposed use will be compatible with and will no adversely affect or be materially detrimental to adjacent uses, resi ents, buildings, st or natural , in that the si e adjoins an existing mobile home park on the west, a proposed mobile home park site on the north, and open space lots on the east and south. That the harmony in scale, bulk, coverage, and density is consistent with adjacent uses, in that the density is no greater than that found in the adjacent mobile home park. 3. That there are available public facilities, and utilities. That there will not be a harmful effect upon desirable neighborhood characteristics, in that the project is isolated from single family neighborhoods and will complement the nearby Poway Royal Mobile Estates. That the generation of traffic will not adversely impact the surrounding streets and/or the City's Circulation Element, in that street ' are required which will mitigate potental traffic impacts. That the site is suitable for the type and intensity of use or develop- ment which is proposed, in that significant natural features will not be lost and the slope percentage is less than 15 percent, provided that any al to the grading plan are as spe- cified in the attached conditions of approval That there wil not be significant harmful effects upon environmental quality and na ural , in that the attached conditions of approval conta n requirements which will mitigate potential impacts to a level of ins g That there are no other revelant negative impacts of the proposed use that cannot be That he impacts, as above, and the location of the proposed use w ll not adversely affect the City of Poway General Plan for future as we 1 as present development because the project is with the s andards in the adopted specific plan for this site. That there has been no material change in the project or plan for the area since the original approval on November 1, 1988. Review 87-08TE That the proposed is in with the Poway General Plan; in that the lan designates this property as a Planned Con~nunity and the developmen plan for the planned community specifies that this site is to be deve oped as a mobile home park. That the proposed development is in compliance with the Zoning Ordinance. That the proposed development encourages the orderly and haFmonlous appearance of structures and property within the City, in that it is similar to and will complement adjacent development. Resolution No. P- 89-131 Page 3 A one year time for Use Permit 87-06 and a six month time extension for Development Review 87-08TE are hereby approved subject to the following conditions: Within 30 days of approval the applicant shall submit in writing that all of approval have been read and understood. e CUP 87-06TE shall expire on November 1, 1990 unless a request for time is received 60 days prior to that date.
