P- 89-132 A RESOL N F TH CI Y 0 N L 0 THE 0 POW , A F R A APPRO ING C · TI NAL E E I -06TE ND DE PM NT R I£' - 3 ASS SSOR' RC L NU ER 3 - 2 -04 WHEREAS, Conditional Use Permit 88-06TE a d Development Review 88-1TE, sub- mitted by Brookview Village Partnership, appl cant, requests approval o a time extension for a previously approved proposal o construct a 67 unit sen or housing complex on the west side of Pomerado oad between Poway Road an Robison Boulevard in the CO zone; and WHEREAS, on October 31, 1989, the City Council held a hearing on the above- referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: E tal Fi : The City Council finds that the previously issued Negative Declaration ade- quately addressed the potential tal impacts of this project. Section 2: F : Conditional Use Permit 88-06TE That the location, size, design, and operating characteristics of the propo ed use will be compatible with and will not adversely affect or be ma erially detrimental to adjacent uses, residents, buildings, struc utes, or natural in that the project adjoins an exist ng comnercial use on the south and vacant land on the west, north, and east, and the project is designed to preserve and enhance the existing watercourse that crosses the property. That the harmony in scale, bulk, coverage, and density is ~ with adjacent uses, in that the proposed buildings are architecturally compatible with surrounding development. 3. That there are available public facilities, services, and utilities. ® That there will not be a harmful effect upon desirable ne ghborhood characteristics, in that the roject is physically separa ed from single family residential use on three sides and where i will adjoin a future single family subdiv sion, a wall and 30 foot se back with landscaping will provide a bufer between the two uses. That the generation of traffic will not adversely impact the surrounding streets and/or the City's Circulation Element, in that the project will be required to construct road improvements which will mitigate any impacts. That the site is suitable f r the type and intensity of use of develop- ent which is proposed, in hat the property is level, with the excep- ion of a streambed which w ll be preserved, and the site is an ideal ocation in terms of proxim ty to 1 services and public ransportation. All development standards will be met through project construction. That there will not be significant harmful effects upon quality and natural in that the conditions of approval for the project will mitigate impacts to a level of insignificance. That there are no other relevant negative impacts of the proposed use that cannot be mitigated. That the proposed use, furthers oals of th City of Poway General Plan because the General Plan designa es senior ousing as one of the con- ditional uses in the C zone and he provision of senior housing and low income housing w ll help ad tess an existing housing shortage in the community. That there has been no material change in the project or surrounding area since the original approval on November 1, 1988. Deve 1. :Review 88-13TE That the proposed development is in conformance with the Poway General Plan, in that the General Plan designation for this site, CO, permits senior housing, subject to approval of a use permit. 2. Tha the proposed developme t w ll not have an a verse aesthetic, hea th, safety, or architec ufa ly related impac upon adjoining pro- per les in that the propose bu ldings are archi ecturally compatible wit surrounding residentia an commercial deve opments, and the required improvements will protect the health and safety of adjoining properties. 3. That the proposed development is in compliance with the Zoning Ordinance in that all development will be met through project construction. e That the proposed development encourages the orderly and harmonious appearance of structures and property within the City in that the pro- posed buildings will incorporate architectural details, materials, and colors that will be complementary to buildings in the surrounding area. I Decision: A one year time extension for Conditional Use Permit 88-06 and a six month time extension for Development Review 88-13 are hereby approved subject to the following conditions: Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. e The approval of CUP 88-06TE and DR 88-13TE is based on their confor- mance with all in City Council P-88-107. e APPROVED and ADOPTED by the City Council California, this 31st day of October, 1989. The time extension for CUP 88-06 shall expire on November 1, 1990 and the time extension for DR 88-13 shall expire on May 1, 1990 unless a request for time extension is received 60 days prior to those dates.
