P- 89-134 F T CIT CO I F T ITY 0 PO v, APPROV NG N R CON ITI L U E P I 89-13 AS ESS ' PARC L N BER 75- - 3 WHEREAS, Minor Use Permit 89-13, by Richard Baldwin, request approval to a 1,731 square foot guest house for a single family home at 16466 Bronco Lane in the RR-C zone; and WHEREAS, on October 31, lg89, the City Council held a duly hearing to solicit comments from the public, both pro and con, application. public relative to this NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: E tal Findings: This project is Categorically Exempt under the provisions of CEQA (Class 3} because it is a small structure. Sectio,' That the location, size, design, and operating characteristics of the pro- posed use will be comp tible with and will not adversely affect or be materially, detrimenta to adjacent uses, residences, buildings, or natural n that the use is to and compatible with single family resident al development. That th scale, bulk, coverage, and density of the proj ct is c nsistent with ad acent uses, in that as an accessory structure, he gues house living rea is 24.9 percent of the floor area in propor ion to he existing home (2 percent permitted by code). The proposed arch tectura design and finish match the house. 3. That there are available public facilities, and utilities. That there will not be a harmful effect upon desirable neighborhood charac- t in that the subject lot can accommodate the added square footage. That the generation of traffic will not adversely impact the surrounding streets and/or the City's C' Element because the use remains single-family only. That the site is suitable for the type and intensity of use or development which is proposed. 7. That there will not be significant harmful effects upon quality and natural due to the size of the proposed structure. That the guest house is in compliance with each of the applicable of Ordinance 17.48 {conditional use permit regulations.) Sect ecision: The City Council hereby approves Minor C the following conditions: 1 Use Permit 89-13 subject to Within 30 days of approval: {1) The applicant shall submit in writing that all of approval have been read and and {2) the pro- perty owner shall execute and Covenant on Real Property. The guest house will never be leased or rented as a separate living unit and no kitchen shall ever by installed. The unfinished basement shall not be used as living space.
