AS ESSO ~ P RC L N BER 1 -2 - 3 WHEREAS, Development Review 89-21, submitted by Flagship Commercial Properties, applicant, requests approval of two industrial buildings located on Lot 6 in the Pomerado Business Park, in the PC {Planned Community) zone; and WHEREAS, on October 31, lg89, the City Council held a hearing on the above- referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: : The City Council finds that the potential tal impacts of this pro- ject were adequately discussed in the EIR and Subsequent EIR for the South Poway Planned C That the proposed developm nt is in with the Poway General Plan and the South Poway Planne Community Development Plan, in that the proposed light industrial uildings conform to the land use plan and development standards for he planned community. e Tha the roposed development will not have an adverse aesthetic, hea th, s fety, or architecturally related impact upon adjoining pro- per les, n that the proposed are similar to and will comple- men exis lng buildings in the area. ® That the proposed development is in compliance with the Zoning Ordinance because it conforms to the SPPC Development Standards text. ® That the proposed developme t encourages the orderly and h appearance of structures an property within the City through their consistency with the SPPC p an which provides high standards of devel- opment for a planned commun ty. All work other than loading and unloading must be done within the walls of the buildings. Parking spaces which are perpendicular to adjoining parking spaces or to building walls shall have wheel stops installed to prevent any overhang. Details for the wheel stops shall be shown on the building plans. 3 . Any gates within parking areas shall be designed to roll back so as not to interfer~ required parking spaces and driveway aisles. 4. Site shall be developed in with the approved site plans on file in the Planning Services Department and the conditions contained herein. Revised site plans and building incorporating all of approval shall be submitted to the Planning Services Department prior to issuance of building pemits. 6. Concentrated flows across driveways and/or sidewalks shall not be pemitted. tfrlLITE~ 1. All proposed utilities within the project shall be installed underground. 2. Utility easements shall be provided to the specification of the serving uti- lity companies and the Director of Public Services. 3. The developer shall be responsible for the relocation and undergrounding of existing public utilities, as required. 4. Existing telephone, gas, electric, and all other public utilities and appur- tenances shall be shown on the grading plans. Improvement plans for on-site water mains shall be prepared on standard sized sheets, signed by a Registered Civil Engineer, and submitted to the City for approval on demand by the City. The applicant shall pay for a water system analysis to establish the proper size and location for the public water system. The amount will be deter- mined by the cost of the analysis and shall be paid upon demand by the City. 7. Developer shall construct a light system conforming to City of Poway Standards at no cost to the public, subject to the following: am Cut-off 1 shall be installed which will provide true 90 degree cutoff and prevent projection of light above the horizontal from the lowest point of the lamp or light emitting refractor or device. b. All fixtures shall use a clear, low pressure sodium vapor light source. Ce Advance energy charges and District engineering charges shall be paid by the developer. Annexation to the lighting district shall be accomplished and evidence of annexation shall be accomplished at the time of final inspection or certificate of occupancy, whichever occurs later. The buildings will be required to install an approved fire system. The entire system is to be monitored by a central monitoring agency. A system post indicator valve with tamper switch, also monitored, is to be located by the City Fire Marshal prior to installation. The additional of on-site fire hydrants is required. The location of the hydrants shall be determined by the City Fi re Marshal. All fi re hydrants shall be Jones 3775. A Knox Security System Box and padlocks shall be required for each building and post indicator valve. Electric override shall be provided on gated access to rear of building. Material Safety Data Sheets shall be required for all hazardous and/or toxic substances used in each building. The buildings shall isplay their numeric address in a manner visible from the access street, uilding addresses shall also be displayed on the roof in a manner satisfac ory to the Director of Safety Services. Minimum size of building numbers s eighteen (18) inches on face of building. Fire Department access for use of heavy fire fighting equipment shall be provided to the ir~nediate job sites at the start of construction and maintained at all times until is completed. Access roadways for fire apparatus shall be designated as fire lanes with appropriate signs and curb markings. The buildings shall be provided with approved automatic smoke and heat vents. Pri r to delivery of combustible building materials on site, water and sewer sys ems shall satisfactorily pass all required tests and be connected to the pub ic water and sewer systems. In addition, the first lift of asphalt pav ng shall be in place to provide adequate, permanent access for emergency veh cles. The final lift of asphalt shall not be installed until all other construction activity has been substantially completed to the satisfaction of the City. An emergency contingency plan and materials disclosure is required to be filed with the San Diego County Department of Health and copies pro- vided to the Fire Department.
