Hat s ield, owner, for the purpose of the real roperty situated in the i y of Poway, County of San Diego, S a e of Calif rnia, described as Parce , Parcel Map 4783 into two lots, regu arly came efore the City Council for public hearing and action on November 2 , 198g. WHEREAS, the Director of Planning Services has recommended approval of the Map subject to all conditions set forth in the Planning Services Department report; and WHEREAS, the City Council has read and considered said report, the tal initial study, proposed Negative Declaration, and other evidence presented at the public hearing. NOW, THEREFORE, the City Council of the City of Poway does resolve as follows: Section The City Council finds that the project will not have a significant adverse impact on the environment and hereby issues a Negative Declaration. The City Counctl makes the following findings in regard to Map 88-03 and the Map thereof: Parcel The tentative parcel map is consistent with all applicable general and specific plans, in that the General Plan designates the site for resi- dential use and the map proposes two lots for residential development. The design or improvement of the tentative parcel map is consistent with all applicable general and specific plans, in that the proposed parcels meet or exceed the lot size and configuration req of the Rural Residential B4 zone category. e The site is physically suitable for the type of development proposed, in that the proposed development will be single-family residential which will require little alteration to the existing topography. There is more than one acre on each lot with a slope of less that 25 percent suitable to accommodate a building pad for a single-family home as required by the RR-B4 zone. The design of the is not likely to cause substantial tal damage and avoidable injury to humans and wildlife or their habitat, in that the site, as it exists today, has been developed with an orchard and is with other single-family and agri- cultural uses. Tentative Parcel Map 88-03R, a copy of which is on file in the Planning Services office, is hereby approved subject to all of the following con- ditions: Within thirty (30) days of approval, the applicant shall submit in writing that all conditions of approval have been read and understood. APPLICANT SHALL CONTACT THE DEPARTMENT OF PLANNING SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: SITE DEVELOPMENT Site shall be developed in accordance with the approved site plans on file in the Planning Services Department and the conditions contained herein. LANDSCAPING A Master Plan of the existing on-site trees shall be provided to the Planning Services Department prior to the issuance of building permits and prior to grading, to detemine which trees shall be retained. EXISTING STRUCTURES - None Resolution No. P- 89-143 Page 4 APPLICANT SHALL CONTACT THE PUBLIC SERVICES DEPARTHENT REGARDING CONPL[ANCE WITH THE FOLLOWING CONDITIONS: GRADING Gradlng of the subject property shall be in accordance with the Uniform Building Code, City Gradlng Ordinance, approved grading plan and geotech- ntcal report, and accepted grading practices. The grading plan shall contain a certificate signed by a registered civil engineer that the grading plan has preserved a minimum of 100 square feet of solar access for each dwelling unit and for each future building site within the subdivision. A soils report shall be prepared by a qualified engineer licensed by the State of C to perform such work at first submittal of a grading plan. A geological report shall be prepared by a qualified engineer or geologist and submitted at the time of application for grading plan check. The final grading plan shall be subject to review and approval by the Planning Services and Public Services Department and shall be completed prior to the issuance of building permit, A pre-blast urvey of surrounding property shall be conducted to the satis- faction of t e City Engineer prior to any rock blasting. Seismic recor- dings shall e taken for all blasting and blasting shall occur only at locations an levels approved by the City Engineer. STREETS AND SIDEWALKS All street structural sections shall be submitted to, and approved by the Director of Public Services. Installation of a fire hydrant is required as shown on the tentative map. Driveways in excess of 150 feet shall be provided with provisions for the turning around of the fire apparatus. 3. All roads shall be finished to a minimum of 20 feet all-weather surface. 4. Provisions shall be made for an approved fire apparatus turnaround if driveways exceed 150 feet in lenth. Should this be further divided, each final map shall be sub- mitted for approval by the Director of Public Services. 3. All provisions of the Subdivison Ordinance of the Poway Municipal Code shall be met as they relate to the division of land. 4. Prior to final map approval, all dedications shall be made and easements granted as required above. 5. The map approval shall expire on November 28, 1991 unless an application for time extension is received 90 days prior to expiration in accordance with the City's Subdivision Ordinance.
