WHEREAS, Minor Development Review 89-74, submitted by Randall Farrar, appli-
cant, requests approval to a 3,568 square foot single-family
for the property located at 12219 Old Stone Road in the RS-2 zone; and
WHEREAS, on November 28, 1989, the City Council held a hearing on the above-
item.
NOW, THEREFORE, the City Council does hereby resolve as follows:

That the proposed development is in conformance with the Poway General
Plan in that the proposed use is a two story, single-family residence
and the General Plan designation is Residential Single-Family 2 which
permits uses.

health, safe y, or archi ecturally related impact upon ad oining pro-
perties, in hat the gra lng design, building placement, onstruction
method, bull lng and will be with
surrounding properties.
That the proposed development is in compliance with the Zoning
0 in that it complies with the setbacks, height limit, and all
other property development standards of the RS-2 zone.
That the proposed development encourages the orderly and h
appearance of structures and property within the City, in that all
) properties are under the same zoning designation as the
subject lot and are to be developed as single-family residences similar
to the proposed project.
Section 3
Ictl Decision:
The City Council hereby approves Minor Development Review 89-74 subject to
the following conditions:
Within 30 days of approval the applicant shall submit in writing that all
conditions of approval have been read and understood.

APPLICANT SHALL CONTACT THE DEPARTNENT OF PLANNING SERVICES REGARDING CO#PLIANCE
WITH THE FOLLOWING CONDITIONS=
1. The appropriate Building Department approvals shall be received prior to
initiation of construction.
2. All new and existing utilities shall be underground. Undergrounding shall
be completed prior to certification of occupancy.
3. School impact fees shall be paid at the time of issuance of Building
Permits.
Water, sewer, and fire protection systems plans shall be designed and
constructed to meet requirements of the City of Poway and the County of San
Diego Health Department.

The crib all shall not exceed six feet in height. Said wall shall be
planted w th Rosemary (or similar species which can thrive on the south-
facing crb wall). The planting shall be established and thriving prior to
certifica e of occupancy.
7. Future grading of the hillside portions of the subject lot shall be prohib-
ited unless approved by City Council.
8. Self-generating water softeners are prohibited in accordance with Chapter
13.04 of the Municipal Code.
9. This permit shall become null and void on November 28, 1990 if building per-
mits have not been issued.
APPLICANT SHALL CONTACT THE DEPARTMENT OF PUBLIC SERVICES REGARDING COMPLIANCE
WITH THE FOLLOWING CONDITIONS:
A gradin plan for the development of the property shall be submitted to the
City's P blic Services Department for review and approval prior to issuance
of agra lng permit and start of grading operation. Rough grading of the
site mus be completed and shall meet the City's Public Services inspector's
approval prior to issuance of a building permit.

A ri hr-of-way permit shall be obtained from the City' Public Services
Depa tment for any work to be done within the public s feet right-of-way or
any ity-held easement. Said work shall in lude, but s not limited to,
cons ruction of driveway approach, sewer la eral insta lation, water service
line installation, street construction (inc uding concrete curb, gutter, and
sidewalk). Permit shall be obtained prior o start of work.
A road constru tion and maintenance agreement, for Old Ston Road from
Pomerado Road o the site, in a form satisfactory to the Ci y Attorney,
shall be execu ed by the owner and/or developer prior to bu lding permit

The applicant shall contact Public Services Department for payment of water,
sewer, drainage, traffic mitigation, and park fees, if any, prior to
building permit
APPLICANT SHALL CONTACT THE DEPANTNENT OF SAFETY SERVICES REGARDING CONPLIANCE
WITH THE FOLLOWING CONDITIONS:
Roof covering shall meet Class A fire testing as specified in the
Uniform Building Standards No. 32-7 for fire retardant roof covering
materials, per City of Poway Ordinance No. 64.
Approved numbers or addresses shall be placed on the building in such a
position as to be plainly visible and legible from the street fronting the
property. Said numbers shall contrast with their background. Address will
be required at private driveway entrances.
3. Each chimney used in conjunction with any fireplace shall be maintained with
a spark arrester.

If dead end access roadway is in excess of 150 feet long, provisions for the
turning around of Fire Department apparatus shall be provided. Requirements
for dead end and looped accessways are:

6. The building shall be provided with a residential sprinkler system to the
satisfaction of the Directoir of Safety Services.
