P- 90-02 A OF HE CIT CO NCIL OF T Y F P WA , C IF RNIA APPROVING U MI P7 -3'5 M IF CATION AND V PM NT EV EW -3 ASSESS ' AR EL UM ER 3- 10-07 WHEREAS, Use Permit P72-305 Modification and mitted by Don Fischer applic nt, requ sts the a additions to an exist ng court ry club ncluding 2,770 square foot gol cart s orage bu ldlng, an existing clubhouse bu lding a 17166 S oneridge (Open Space) zone; an Development Review 89-35, sub- pro al for of 1, O0 square foot pro shop, 17 square foot addition to an oun ry Club Lane in the OS WHEREAS, on January g, 1990, the City council held a duly advertised public hearing to solicit coemnents from the public, both pro and con, relative to this application. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: Env : The City Council finds that this project is exempt from the provisions of CEQA based on Category 3 which applies to construction of small and minor alterations of land. Use Permit That the location, size, design, and operating characteri tics of the proposed use will be compatible with and will not adverse y affect or be materially detrimental to adjacent uses, residents, bu ldings, structures, or natural in that the proposed ad itions are an expansion of an existing recreational use that is support ve to adja- cent residential development. ® That t'e harmony in scale, bulk, coverage, and density is consistent with a jacent uses, in that the buildings will be located adjacent to the ex sting clubhouse and are at least 300 feet from the nearest resi- dentia lot. There are available public facilities services, and utilities to serve the proposed additions in that there are currently 40 EDUs of sewer capacity available and the project will utilize one EDU. That there will not be a harmful effect upon desirable neighborhood characteristics, in that the additions are isolated from existing homes and located near the center of an existing golf course. Resolution No. P-90-02 Page 2 Se Se m That the generation of traffic will not adversely impact the ) streets and/or the City's C element, in that the proposed uses are accessory in nature and should not result in any significant increase in traffic generation. That the site is suitable for the type and of the use or development which is proposed, in that the facility has operated suc- cessfully since 1972 and the design of the proposed buildings is com- patible with the existing buildings and site plan. That there will not be significant harmful effects upon quality and natural in that the project involves minor addi- tions to a fully developed site. That there are no other relevant negative impacts of the proposed use that cannot be mitigated. The proposed use will not adversely affect the City of Poway General Plan for future as well as present development. That the proposed development is in conformance with the Poway General Plan, in that the General Plan encourages the development of private recreational facilities to fulfill a portion of the City's Recreational needs. That the proposed development wi 1 not have an adverse aesth tic, health, safet , or architectural y related impacts upon adjo ning pro- perties, in t.at the proposed ad itions are buffered from ad acent homes by exis lng landscaping an the design of the building will be compatible wi h the existing development. That the proposed development is in compliance with the Zoning 0 in that all development standards can be met. The proposed development encourages the orderly and ~ appearance of structures and property within the City, in that the of the addition will complement the existing development. The City Council hereby approves Use Permit P72-305 Modification and Development Review 89-35 subject to the following conditions: Within 30 days of approval: {1) The applicant shall submit in writing that all conditions of approval have been read and understood; and (2) the pro- perty owner shall execute a Covenant on Real Property. Resolution No. P-90-02 Page 3 APPLICANT SHALL CONTACT THE DEPARTMENT OF PLANNING SERWCES REGARDTNG COHPLIANCE ~TH THE FOLLOWING CONDITIONS: SZTE DEVELOP#ENT 1. Site shall be developed in accordance with the approved site plans on file in the Planning Services Department and the conditions contained herein. ® Revised site plans and building elevations incorporating all conditions of approval shall be submitted to the Planning Services Department prior to issuance of building permits. 3e Approval of this request shall not waive compliance with all sections of the Zoning Development Code and all other applicable City Ordinances in effect at the time of building permit issuance. e All roof app including air conditioners, shall be architecturally integrated, shielded from view and sound buffered from adjacent properties and streets as required by the Planning Services Department. 5e Prior to any use of the project site or business activity being thereon, all conditions of approval contained herein shall be completed to the satisfaction of the Director of Planning Services. ® The applicant shall comply w th the latest adopted Uniform Building Code, Uniform Mechanical Code, Uni orm Plumbing Code, National Electric Code, Uniform Fire Code, and all o her applicable codes and ordinances in effect at the time of building perm t issuance. e For a new recreational development, or addition to an existing development, the applicant shall pay development fees at the established rate. Such fees may include, but not be limited to: Permit and Plan Checking Fees, Water and Sewer Service Fees. These fees shall be paid prior to building permit issuance. LANDSCAPING Landscaping shall be provided around the perimeter of the two new buildings. A detailed landscape and irrigation plan shall be submitted to and approved by the Planning Services Department prior to the issuance of building per- mits. Resolution No. P-90-02 Page 4 2. All landscaped areas shall be maintained in a healthy and thriving con- dition, free from weeds, trash, and debris. SIGNS Any signs proposed for this development shall be designed and approved in conformance with the Sign Ordinance. APPLICANT SHALL CONTACT THE DEPART#ENT OF PUBLIC SERVICES REGARDING CONPLIANCE WITH THE FOLLOWING CONDITIONS: Prior to building permit issuance, and within 30 days of project approval, the applicant shall pay the appropriate sewer connection fee for one EDU as required due to the increase in building area. APPLICANT SHALL CONTACT THE SAFETY SERVICES DEPARTNENT REGARDING CONPLIANCE WITH THE FOLLOWING CONDITIONS: The 170 square foot addition and the proposed cart storage building are to be provided with automatic fire sprinkler system protection meeting Poway City standard at the time building permits are issued. 2. Provide fire access roadways to all portions of the buildings within 150 feet. 3. Knox Security System to be provided at building location. 4.
