NOW, THEREFORE, the City Council of the City of Poway does resolve as follows: Section 1: Environment : The City Council finds that the potential environmental impacts of this pro- ject were adequately addressed in the Supplemental EIR adopted for Rancho Arbolitos TTM 4191 on August 25, 1981. Section 2: I : The City Council makes the following findings in regard to Tentative Parcel No. 89-D8 and the Map thereof: The tentative parcel map is consistent with all applicable general and specific plans, in that it provides for the creation of three single- family lots within the PC land use designation. The des gn or improvement of the tentative parcel map is consistent with al applicable general and specific plans; in that the lot size and con iguratton, and access to the site meet the standards contained in the ancho Arbolitos Development Plan. The site is physically suitable for the type of development proposed; in that the property has been graded in with approved grading plans. No. P- 90-07 Page 2 The site is physically sultable for the density of the development pro- posed; in that the proposed lots meet the acreage requlrements of the Rancho Arbolttos Development Plan. Se The design of the parcel map is not likely to cause substantial environmental damage and avoidable injury to humans and wildlife or their habitat, because the existing site has been fully graded and the remainder of the lots will be dedicated as permanent open space. Se The tentative parcel map is not likely to cause serious public health problems, because City water and sewer service are available to the site. ® The design of the tentative parcel map will not conflict with any ease- ment acquired by the public at large, now of record, for access through or use of the property within the proposed Bm That this project will not create adverse impacts on the environment, because mitigation measures have been required for all potential impacts. :lslon: Parcel Map No. 89-18, a copy of which is on file in the Planning Services office, is hereby approved subject to the following Within 30 days of approval, the applicant shall submit in writing that all conditions of approval have been read and understood. APPLICANT SHALL CONTACT THE DEPARTMENT OF PLANNING SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: SITE DEVELOPMENT Prior to any use of the project site or business activity being commenced thereon, all conditions of approval contained herein shall be completed to the satisfaction of the Director of Planning Services. ADDITIONAL APPROVALS REI Development shall occur in conformance with Development Review 86-10. APPLICANT SHALL CONTACT THE PUBLIC SERVICES DEPARTMENT REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: Resolution No. P-90-07 Page 3 GRADING All damaged off-site public works facilities, Including parkway trees, shall be repaired or replaced prior to exoneration of bonds and improve-ments, to the satisfaction of the Department of Public Services. Prior to any work being performed in the public right-of-way, an encroach- ment permit shall be obtained from the Public Services office and appropriate fees paid, in addition to any other permits required. JIRE#ENTS AND APPROVALS 1. Final parcel and tract maps shall conform to City standards and procedures. 2. Should this subdivision be further divided, each final map shall be sub- mitted for approval by the Director of Public Services. 3. All provisions of the Subdivision Ordinance of the Poway Municipal Code shall be met as they relate to the division of land. 4. Prior to final map approval, all dedications shall be made and granted as required above. The tentative map approval shall expire on January 23, 1992. Application for time extension must be received gO days prior to expiration in accor- dance with the City's Subdivision 0 APPROVED and ADOPTED by the City Council of the City of Poway, State of California, this 23rd day of January, lggO.
