P- 90-19 R L TI H F CIT 0 CI F IT 0 P Y, C L F HI APP OV ON IT ON USE E M 9 -02 AS ES ~ P RC L MBER 1 - 2- 9 WHEREAS, Conditional Use Permit 90-02, for the City of Poway, Applicant, requests approval to utilize an existing modular building located at 12951 Metate Lane {Lot 48 in the Pomerado Business Park) as office and meeting space for non-profit community groups; and WHEREAS, on February 27, lggo, the City Council held a hearing on the above- ~ item. NOW, THEREFORE, the City Council does hereby resolve as follows: The City Council finds that this project is categorically exempt {Class 3) from the California Environmental Quality Act {CEQA). The proposed development is in conformance with the South Poway Specific Plan in that both the Open Space Zone and the recorded open space easement on Lot 48 permit small structures and public buildings subject to issuance of a conditional use permit. The p oposed use wil not have an adverse aesthetic, health, safety, or archi ecturally rela ed impact upon adjoining properties in that the exist ng building an ) are compatible with devel- opmen and the struc ure is located so as to have minimal impact on adjacent residential uses to the north. The proposed use is compatible with the orderly a d harmonious appearance of str ctures and roperty within the-ity in that the existing modular uilding is solated from the ad acent mobile home park by large set acks and ad oining open space a eas, and the building pad and driveway ave been fu ly landscaped such hat the modular unit blends in with adjacent open space areas. :ouncll Decision: The City Council hereby approves Conditional Use Permit 90-02 subject to the following conditions: 1. An annual review by the City Council will occur until such time that the modular building is removed. Resolution No. P-90-19 Page 2 Existing parking areas on the lot are to be striped in accordance with Ctty standards. One handtcap parktng space shall be provided. Handicap ramps are to be installed to provide access to the bulldlng. The building shall comply with the Uniform Building Code for handicap access. The use conditionally granted by this permit shall not be conducted in such a manner as to interfere with the use and enjoyment of surrounding residential and conmnercial uses. A continuous skirting shall be provided around the base of the modular unit. Door handles for the entrances shall meet handicapped access requirements. 7. The restroom shall have a "His/Her" sign displayed. Exit doors shall display a sign which states that they are to remain open during business hours. Dead bolt locks shall be removed from all entrance doors and interior doors. 10. A four inch letter address shall be displayed on the modular building trailer and at the driveway on M, tat, Lane. 11. Two 2AIOBC fire extinguishers shall be mounted inside the building. 12. If the modular building is used for nighttime meetings, security lighting shall be installed in the parking area. Lighting shall be low pressure sodium and fixtures shall be shaded so as not to shine on adjacent property.
