P- 90-43 OF CI UN IL F H I OF P Y, L OR IA A PR V N - VELOP T R I g -01 ASSE SO ' A EL NU R 3 - O- 3, 51 WHEREAS, Development Review go-o1 submitted by Cameo Development Co., appli- cants, requests approval of a development review to allow construction of eight single-family dwellings within TTM 87-07 located on Garden Lane on the south side of Garden Road in the RS-7 zone; and WHEREAS, on June 26, 1990, the City Council held a hearing on the above- item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section : The City Council finds that the project will not have a significant adverse impact on the environment and hereby issues a Negative Declaration as con- tained in the conditions of approval. Section 2: : That the proposed amendment is in conformance with the Poway General Plan in that the proposed density and single-family use is with the General Plan designation of RS-7. That the proposed development will not have an adverse aesthetic, health, safety, or architecturally related impact upon adjoining prop- erties because rooflines, building and architectural design are with adjacent tract developments. e That the proposed development is in compliance with the Zoning Ordinance, in that all development standards will be met through proj- ect construction. That the proposed d velopment encourages the orderly a d h appearance of struc ures and property wi bin the City ecause it is similar to and comp ements the adjacent an it complies with the design gui elines of the Genera Plan, regard ng number of housing styles, elevations, varied roofl nes, colors, and materials. Council Decision: The City Council hereby approves Development Review 90-01 subject to the following conditions: 1. Within 30 days of approval the applicant shall submit in writing that all of approval have been read and Resolution No. P- 90-43 Page 2 APPLICANT SHALL CONTACT THE DEPARTNENT OF PLANNING SERVICES REGARDING CONPLIANCE WITH THE FOLLOWING CONOITIONS: SITE DEVELOPNENT 1. Site shall be developed in accordance with the approved site plans on file in the Planning Services Department and the herein. Approval of this request shall not waive compliance with all sections of the Zoning Development Code and all other applicable City Ordinances in effect at the time of building permit issuance. ® Lots 3 and 6 have be n designated for recreation vehicle storage in the side yard. Prior to any use of the project site or business activity being thereon, except for sales trailer, all conditions of approval contained herein shall be completed to the satisfaction of the Director of Planning Services. The applicant shall comply w th the latest adopted Uniform Building Code, Uniform Code, Uni orm Plumbing Code, National Electric Code, Uniform Fire Code, and all o her applicable codes and ordinances in effect at the time of building perm t issuance. This approval shall become null and void if building permits are not issued for this project within two years from the date of project approval. 8. As an al erna ive to installation, the developer may provl e a coupon to the home buyer for the purchase of street trees, from a Ci y-approved street tree list, at a local nursery. 4. The developer shall install all yard fencing to the satisfaction of the Planning Director and prior to final occupancy of each unit. 5. All landscaped areas shall be maintained in a healthy and thriving con- dition, free from weeds, trash, and debris. All landscape plans and landscape development will conform to the City of Poway Guidelines to Landscape Development and City of Poway Landscape Standards. This development is required to construct public landscape maintenance district (LMB) improvements along Garden Road and is responsible to maintain those facilities for a 12 month period to City standards. Resolution No. P- 90-43 Page 4 Be A detailed improvement plan for LMD facilities shall be prepared to conform to the City of Poway Guidelines to Landscape Development and be approved by the Director of Community Services prior to building permit issuance. 9. All LMD improvements shall be constructed prior to building occupancy. SIGNS 1. Any signs proposed for this development shall be designed and approved in conformance with the Sign Ordinance. 2. All off-site signs on church property shall be removed prior to issuance of building permits. Roof covering shall meet Class Aftre testing as Uniform Butldlng Standards No. 32-7 for fire roof. Said numbers shall contrast with their background. Minimum height of address numbers shall be four inches. Address may be required at private driveway entrances. 3. The final lift of asphalt shall not be installed until all other activity has been substantially completed to the satisfaction of the City. The development review approval shall expire on June 26, 1992 if building permits have not been issued.
