NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: Environmental Flndlr : The City Council finds that the potential environmental impacts of this proj- ect were adequately discussed in the EIR and Subsequent EIR for the South Poway Planned Community. hat the proposed evelopment is in conformance with the City of Poway eneral Plan, and he South Poway Planned Community (SPPC) Development tandards in that t is a Light Industrial building designed in accor- ance with the cri eria contained in those documents. e That the proposed development will not have an a verse aesthetic, health, safety, or architecturally related impac upon adjoining prop- erties, because it adheres to th area-wide deve opment standards con- tained in the SPPC Development P an and because he project incorporates measures to screen he building storage area so that it will not have a negative visual mpact on surrounding development. ® That the proposed development is in compliance with the Zoning Ordinance and the South Poway Planned Community Development Plan. e That the proposed development encourages the o derly and h appearance of and property within t e City through its con- sistency with the SPPC plan which provides hig standards for develop- ment throughout the 2,500 acre planned communi y. Development Review go-07, for which plans are on file in the Planning Services Department, is hereby approved subject to the following conditions: Resolution No. P-90-48 Page 2 Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. APPLICANT SHALL CONTACT THE DEPARTMENT OF PLANNING SERVICES REGARDING CONPLIANCE WITH THE FOLLOWING CONDITIONS: SITE DEVELOP#ENT 1. The entry porch shown as part of Phase II on the building elevations shall be completed with Phase I prior to occupancy of the building. The sliding gate shall be black vinyl clad or matte finish chainlink or alternative material acceptable to the Planning Services Department and Architectural Review Committee of the business park. 3. Site shall be developed in accordance with the approved site plans on file in the Planning Services Department and the conditions contained herein. m Revised site plans and building elevations incorporating all conditions of approval shall be submitted to the Planning Services Department prior to issuance of building permits. Approval of this request shall not waive compliance with all sections of the Zoning Development Code and all other applicable City Ordinances in effect at the time of building permit issuance. Prior to delivery of combustible building materials on site, water and sewer systems shall satisfactorily pass all required tests and be connected to the public water and sewer systems. LANDSCAPING A detailed landscape and irrigation plan shall be submitted to and approved by the Planning Services Department prior to the issuance of building per- mits. Resolution No. P-90-48 Page 4 The landscape plan shall provide for landscape screening along the northwest and southern property lines. Planting along the property line shall include a mixture of five gallon shrubs and 15 gallon to 24 inch trees spaced close enough to provide a dense barrier in one or two years, SIGNS Any signs proposed for this development shall be designed and approved in conformance with the Sign Ordinance. APPLICANT SHALL CONTACT THE ENGINEERING SERVICES DEPARTNENT REC~RRDING CONPLIANCE WITH THE FOLLOWING CONDITIONS: GRADING Grading of the subject property shall be in accordance with the Uniform Building Code, City Grading Ordinance, approved grading plan and geotech- nical report, and accepted grading p A soils report shall be prepared by a qualified engineer licensed by the State of California to perform such work at first submittal of a grading plan. Prior to any work being performed in the public right-of-way, an encroach- ment permit shall be obtained from the Engineering Services office and appropriate fees paid, in addition to any other permits required. The developer shall be for the existing public utilities, as required. and undergroundlng of Water, sewer, and fire protection systems plans shall be designed and constructed to meet requirements of the City of Poway and the Health Department of the County of San Diego. The applicant shall pay for a water system analysis to establish the proper size and location for the public water system. The amount will be deter- mined by the cost of the analysis and shall be paid upon demand by the City. 8. O APPROVALS Prior to occupancy, all dedications shall be made and easements granted as required above. These conditions are based on preliminary plans provided by the developer. If site conditions vary from those shown on the plans, the development plans must be changed and may require additional approval by the City Council.
