Caylor and approved by the Planning Services Department and an appeal of the approval for MDRA 90-30 was filed by Glenn Cecil; and, WHEREAS, on July 24, 1990, the City Council held a hearing on the above- item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: E :al Fine : The City Council finds that this project is exempt under provisions of the California E :al Quality Act as a small residential structure {Class 3). Section 2: Findin( : That the proposed is in with the Poway General Plan because the General Plan designates the site for single-family residential use and the proposed project is a room addition to an existing single-family home. The proposed development will not have an adverse aesthetic, health, safety, or architecturally related impacts upon adjoining properties, in that the proposed home meets all development standards for the RS-7 zone. That the proposed development is in compliance with the Zoning Development Code, in that all development standards will be met through project construction. The proposed development encoura es the ord rly and h appearance of structures and pro erties wit in the City because the proposed building will incorpora e architec ural details, materials, and colors that are compatible w th surroun lng residential uses. . Section 3: Council Decision: The City Council hereby affirms staff's approval of Minor Development Review 90-30 subject to the following conditions: Resolution No. P-90-49 Page 2 APPLICANT SHALL CONTACT THE DEPARTMENT OF PLANNING SERVICES REGARDING COHPLIANCE WITH THE FOLLOWING CONDITIONS: Revised site plans and building elevations incorporating all conditions of approval shall be submitted to the Planning Services Department prior to issuance of building permits. The appropriate Building Department approvals shall be received prior to initiation of construction. All existing on-site utility poles shall be removed and all new shall be installed underground. Please contact SDG&E Planning Division at 480-7617. Completion of undergrounding shall be done prior to issuance of a Certificate of 0 4. School impact fees shall be paid prior to issuance of building permits. 5. Water, sewer, and fire protection systems plans shall be designed and constructed to meet req of the City of Poway. 6. No fence or freestanding wall shall exceed six feet in height. Any slopes in excess of 5:1 shall be planted and automatically irrigated prior to certification of occupancy. {The ground cover selected by the applicant is to be approved by the Planning Department prior to issuance of building permits). 8. Self-generating water softeners are prohibited in 13.04 of the Municipal Code. with Chapter 9. This permit shall become null and void on July 24, 1992 if building per mits have not been issued. APPLICANT SHALL CONTACT THE DEPART#ENT OF ENGINEERING SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: The applicant shall provide an on-site drainage s stem conforming to the City Grading Ordinance and constructed to the sat sfaction of the City Engineer. The system shall provide for adequate rainage away from the new and existing footings and drain to the street. Please contact Engineering Services for payment of water, drainage, sewer, traffic mitigation, and park fees prior to building permit issuance. APPLICANT SHALL CONTACT THE DEPARTNENT OF SAFETY SERVICES REGARDING COI4PLIANCE WITH THE FOLLOWING CONOITIONS: 1. Roof covering shall be fire retardant as per UBC Section 3203{e) and City of Poway Ordinance No. 64. ® Approved numbers or addresses shall be placed on the building in such a position as to be plainly visible and legible from the street fronting the property. Said numbers shall contrast with their background. Address will be required at private driveway entrances. 3. Each chimney used in conjunction with any fireplace shall be maintained with a spark arrester.
