WHEREAS, Develo ment Revi w 89-05, submitted by Allen Jaffe, applicant,
requests approval o construc ion of five industrial buildings totalling 55,004
square feet on Lot , Map 117 2 located north of Stowe Drive + 1,200 feet west
of Iavelli Way, in he South oway Community Plan area; and
WHEREAS, on July 31, 1990, the City Council held a hearing on the above-
referenced item.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1:
The City Council finds that the previously certified EIR and Subsequent EIR
for the South Poway Planned Community adequately the impacts of
this development review application.
Section 2: Findin :
That the proposed development is in conformance with th City of Poway
General Plan and the South Poway Planned Community Deve opment
Standards in that these are light industrial buildings esigned in
with the criteria contained in those documen s.
That the proposed development w ll not have an adverse, aesthetic,
health, safety, or architectura ly related impact upon djoining pro-
erties, because it adheres to he developmen standards con-
ained in the SPPC Development lan an because the pro ect

That the proposed development is in compliance with the Zoning
Ordinance and the South Poway Planned Community Development Plan.

PARKING AND VEHICULAR ACCESS
All parking lot landscapi g shall consist of a minimum of one 15 gallon size
tree f r every three park ng spaces. For parking lot islands, a minimum 12
inch w de striped area ad acent to parking stalls shall be provided and be
separa ed from the island by a six inch high, six inch wide portland
concre e cement curbing.
Parking lot lights shall be low pressure sodium and have a maximum height of
25 feet from the finished grade of the parking surface and be directed away
from all property lines, adjacent streets and residences.

Any signs proposed for this development shall be designed and approved in
with the Sign Ordinance.
ADDITIONAL APPROVALS REt
Working drawings shall include a certification by a recognized acoustical
expert that the req irements of the City of Poway's noise ordinance will be
met. The Noise Ordnance sets 7D decibels as the applicable limit for one
hour average sound evel for 1 zones {see City of Poway Municipal
Code Section 8.08.0 0}.
APPLICANT SHALL CONTACT THE DEPARTMENT OF ENGINEERING SERVICES REGARDING
COMPLIANCE WITH THE FOLLOWING CONDITIONS:
GRADING
Grading of the subject property shall be in with the Uniform
Building Code, City Grading Ordinance, approved grading plan and geotech-
nical report, and the South Poway Planned Community Development Standards.
A soils report shall be prepared by a qualified engineer licensed by the
State of California to perform such work at first submittal of a grading
plan.
3. A special building permit shall be required for all retaining walls.
4. A final compaction report shall be submitted prior to issuance of building
permits.
5. A letter from the project civil engineer certifying the site grading shall
be submitted prior to issuance of building permits.
6. All slopes shall have maximum inclinations of 2:1 (horizontal to vertical}.

Planning Services and Engineering Services Department and shall be completed
prior to issuance of a grading permit.
STREETS AND SIDEWALKS
All parking lot structural sections shall be submitted to, and approved by
the City Engineer. Pavement sections shall conform to the minimum required
by the Poway Municipal Code (Section 12.20.08)

Prior to any work being performed in the public right-of-way, an encroach-
ment permit shall be obtained from the Engineering Services office and
appropriate fees paid, in addition to any other permits required.
DRAINAGE AND FLOOD CONTROL
A drainage sy tem capable of handling and disposing of all surface water
originatin w thin the subdi ision, and all surface waters that may flow
onto the s bd vision from ad acent lands, shall be required. This drainage

Portland cement concrete cross gutters shall be installed where water
crosses the roadways.
On-site drainage shall connect to the existing stubs unless otherwise
approved by the City Engineer.
4. Concentrated flows across driveways and/or sidewalks shall not be permitted.
UTILITIES
1. All proposed utilities within the project shall be installed underground.

Exlstlng telephone, gas, electric, and all other publlc utilities and appur-
tenances shall be shown on the grading plans.
All on-site water mains shall be public. A 20 foot wide easement shall be
dedicated to the City over all public water mains.

size sheets, signed by a Civil Engineer and to the City
for approval.
The applicant shall pay for a water system analysis to establish the proper
size and location for the public water system. The amount will be deter-
mined by the cost of the analysis and shall be paid prior to building permit
issuance.

THE FOLLOWING CONDITIONS:
Private fire system plans shall be submitted to the Safety Services
Department for approval prior to issuance of building permits.
The buildings will be required to install an approved fire sprinkler system.
The entire system is to be monitored by a central monitoring agency. A
system post indicator valve with tamper switch, also monitored, is to be
located by the City Fire Marshal prior to installation.

construction activity has been substantially completed to the satisfaction
of the City.
An Emergency Contingency Plan and Hazardous Materials Discloser is required
to be filed with the San Diego County Department of Health and copies pro-
vided to the Fire Department.
