P-90-60 A F CIT COUNCIL OF THE CITY Y, C IFORNIA APPROVING CONDI 0 USE RMIT 90-06 and V E 90- ASSESSOR'S PARCEL S 278- 31-72 AND 74 WHEREAS, Condt City of Poway, app extension of the C described as Lots onal Use Permit 90-06 and V fiance 90-06, submitted by the cant, for the purpose of es ablishing a parking lot and y's vehicle maintenance cen er on the real property and 74, City of Poway Trac 4091-R, Map No. 11361; and WHEREAS, THE City Council has read and considered said report and has con- sidered other evidence presented at the public hearing. NOW, THEREFORE, the City Council of the City of Poway does hereby resolve as follows: Section 1: E tal Fin : The City Council finds that Conditional Use Permit 90-06 and Variance 90-06 will not result in any significant impact on the t and hereby issues a Negative Declaration. Section 2: Flndln : CUP 90-06 That the location, size, design, and operating c aracteristics of the proposed use will be compatible with and will no adver ely affect or be materially detrimental to adjacent uses, resi ents, uildi gs, st or natural in that the si e adjo ns ex sting semi-public uses on the east and is separated from resi entia uses to the south and west by existing slopes. Proposed landscaping or this roject will provide a visual buffer between the two uses. In addi- ion, conditions of approval require a seven foot high block wall to be nstalled adjacent to adjoining residential lots in order to separate he two uses. e That the harmony in scal, bulk, cov rage, and density is compatible with adjacent uses, in t at no struc utes are proposed and this semi- public use will be compa ible with a jacent and nearby semi-public uses, which include the ity's Opera ion Center and Lake Poway 1 area. ® That there are available public facilities, the proposed parking lot. and utilities for e That there will not be a harmful effect upon desirable neighborhood characteristics, in that the proposed parking lot and maintenance yard is located on a previously graded site and on an access road that Resolution No. P- 90-60 Page 2 services other semi-public uses and does not serve any single-family homes. That there will not be significant harmful effects upon quality and natural in that the site as it exists today has been cleared and portions have been graded in conjunction with adjacent development. The lots were no designed for residential use although they are subject to setback s andards intended for rest~ dential nelghborhoods. ® The granting of this variance does not allow a use or activity which is not otherwise expressly authorized by the zoning development regulation governing the parcel of property, in that the semi-public uses are allowed in residential zones subject to approval of a conditional use permit. That granting the variance or its modification will not be incompatible with the Poway City General Plan due to the minimal nature of the variance and the fact that adequate ~ can still be provided. )n The City Council hereby approves C 90-06 subject to the following conditions: Use Permit 90-06 and Variance Within 30 days of approval, the applicant shall submit in writing that all conditions of approval have been read and understood. 1. All on-site drainage facilities for the parking lot will be installed by' the City. 2. A seven to eight foot high slump stone or split face block wallwill be erected along the property lines where the project adjoins lots developed with hcraes. 3. Landscaping is to be ins/ailed per the plan on fl]e with the Planning Servlces Department. 4.
