P-90-64 A OF TH CITY U IL OF E F POW Y, APPROVING MO FI 0 OF C UNTY U RMIT 77-71 A D 0 MENT EVIEW ASSES -R' AR EL NU BER 27 -62u-09 WHEREAS, County Use Permit 77-71M and Development Review 90-04 submitted by St. John of Damascus Orthodox Church, applicant, requests approval for construc- tion of a new 3.870 square foot sanctuary and additional parking lot at 16903 Espola Road in the RR-C zone; and WHEREAS, on August 28, 1990, the City Council held a hearing on the above- referenced item. Section 3: C' :ouncil ' ' County Use Permit 77-71M and Development Review '-90-04 for which plans are on file in the Planning Services Department, are hereby approved subject to the following conditions: Resolution No. P-90-64 Page 3 Within 30 days of approval: (1) The applicant shall submit in writing that all conditions of approval have been read and understood; and {2) the property owner shall execute a Covenant on Real Property. APPLICANT SHALL CONTACT THE DEPARTNENT OF PLANNING SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: SITE DEVELOPMENT 1. Site shall be developed in with the approved site plans on file in the Planning Services Department and the conditions herein. Approval of this request shall not waive compliance with all sections of the Zoning Development Code and all other applicable City 0 in effect at the time of building permit issuance. Prior to any use of the project site or business activity being thereon, all conditions of approval herein shall be the satisfaction of the Director of Planning Services. to e The applicant shall comply w th the latest adopted Uniform Building Code, Uniform Mechanical Code, Uni orm Plumbing Code, National Electric Code, Uniform Fire Code, and all o her codes and in effect at the time of building perm t ' The site plan shall be revised to show that a solid wood fence or decorative wall with a minimum height of 42 inches will be provided along the northern boundary of the parking area in order to screen headlights. The fence or wall must be offset a minimum of five feet from the proposed wall. 6. All retaining walls on site shall be constructed of split face or slump stone block. Trash receptacle shall be enclosed by a six foot high masonry wall with ~ gates pursuant to City standards, Location shall be sub- ject to approval by the Planning Services Department. Revised site pl,ans and floor plans incorporating all conditions of approval shall be submitted to the Planning Services Department prior to issuance of building permits. All roof appurtenances, including air conditioners, shall be architecturally shielded from view and sound buffered from adjacent and ~treets as required by the Planning Services Department. Resolution No. P-90-64 Page 4 10. For the development, the applicant shall pay development fees at the established rate. Such fees may include, but not be limited to: Permit and Plan Checking Fees, Landscape Plan Check Fees, Traffic Mitigation Fees, Water and Sewer Service Fees. These fees shall be paid prior to building permit issuance. 11. The use conditionally granted by this permit shall not be conducted in such a manner as to ' with the use and enjoyment of surrounding residential and semi-public uses. PARKING AND VEHICULAR ACCESS The site plan shall be revised to provide a minimum of four bicycle parking spaces. ll parking lot landscaping shall consist of a minimum of one 15 gallon size rea for every three parking spaces. For parking lot islands, a minimum 12 rich wide walk adjacent to parking stalls shall be provided and be separated rom areas by a six inch high, six inch wide portland concrete cement curbing.
