A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
AMENDING THE MASTER FEE SCHEDULE TO REDUCE THE
FEE FOR TEMPORARY WATER AND SEWER CONNECTIONS
WHEREAS, California Government Code Section 66016, et. seq., establishes
procedures for the adoption of fees for services provided by local government; and
WHEREAS, the City Council finds it necessary to recover the full costs for City
services; and
WHEREAS, the City Council may find it necessary or desirable to amend the City's
Master Fee Schedule from time to time, as authorized by the California Government Code;
and
WHEREAS, the City Council has directed to staff to amend the Municipal Code by
Ordinance to allow administrative approval of Temporary Water and Sewer Connections,
and
WHEREAS, the reduction in staff time required to process administrative approvals of
temporary water and sewer connections will result in a reduced fee amount necessary to
recover the costs of this service; and
WHEREAS, on November 18, 2014, the City Council held a duly advertised public
hearing to solicit comments from the public, both for and against, relative to amending the
Master Fee Schedule.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as
follows:
Section 1: The foregoing recitals are true and correct, and the City Council so
finds and determines.
Section 2: This project is exempt from the provisions of the California
Environmental Quality Act (CEQA), pursuant to Section 15061(b)(3) of the 2014 State
CEQA Guidelines in that the proposal pertains to reducing fees in the Master Fee Schedule
to reflect the reduced staff time required to process administrative approvals of temporary
water and sewer connections without going to Council and there is no possibility that this will
have a significant effect on the environment.
Section 3: The revised Master Fee Schedule shown in Exhibit A is hereby
adopted, and hereby supersedes any previously established fee for the identified City
service.

Section 4: The fees shown in Exhibit A shall become effective on January 1, 2015.
PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway,
State of California, at a regular meeting this 18th day of November 2014.
