P-90-85 A OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING CONDITIONAL USE PERMIT 90-15 ASSESSOR'S PARCEL NUMBER ~ 66 AND 314-372-15 Conditional use Permit 90-15 submitted by the City of poway, applicant, for the purpose of establishing a City park on the real property described as portions of 1 and 2, Township 14 South· Range 2 West, San Bernardino Meridian, in the City of Poway, County of San Diego, State of California, described as the City Council has read and considered said report and has considered other evidence presented at the public hearing. NOW, the City Council does hereby resolve as follows: Section 1: tal Findin ~: The City Council hereby issues a Negative Declaration with mitigation required in the areas of Soils and Geology, Air Quality, Transportation, Health, Safety, and and utilities and Public Section 2: Findin 2: 1. That the harmony in scale, bulk, coverage, and density is consistent with adjacent uses, in that it is architecturally compatible with the surrounding development. Resolution No. P- 90-85 Page 2 That the generation of traffic will not adversely impact the surrounding street nd/or the City's Circulation Element, in that the o f-street parking lot will be provided in the park and he road bordering the property, Fieldview Way, will prov de on-street parking. That the site is suitable for the type and intensity of use or development which is proposed, in that the park provides both active and passive opportunities both to the immediate neighborhood and to the community at large. That there will not be significant harmful effects upon environmental quality and natural , in that proposed mitigation and project design modifications will mitigate the impacts to a level of insignificance. That there are no other relevant negative impacts of the proposed use that cannot be mitigated. The proposed use will not adversely affect the City of Poway General Plan for future as well as present development, in that the General Plan designates parks as one of the conditional uses permitted in the PC zone. Section The City Council hereby approves Conditional Use Permit 90-15 subject to the following conditions: within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. 2. An annual review by the City Council will be required. The use y granted by this permit shall not be conducted in such a manner as to interfere with the reasonable use and enjoyment of surrounding residential uses.
