P-90-93 A OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA 90-13 ;tND REVIEW 90-09 PARCEL NUMBER 31' Variance 90-13 and Development Review 90-09, submitted by Daley ' l Ventures, I c., applicant, requests ap roval of a 74,591 square foot industria building and a 14 foot hi h retaining wall, where six feet s the height pe mitted, on Lot 6 in the Parkway Centre in the PC (Panned zone; and on November 27, 1990, the City Council held a hearing on the above-referenced item. NOW, the City Council does hereby resolve as follows: Section 1: Environmental Findi~ : The City Council finds that the potential 1 impacts of this project were adequately d' in the EIR and Subsequent EIR for the South Poway Planned Community. Section 2: Find : -09 The proposed project will be consist nt with the existing general plan and there is a reasona le probability that the roject will be consistent with he proposed general plan and, that the proposed evelopment is in conf rmance with the South Poway Planned Community Deve opment Plan, in that the proposed light 1 buil lng conforms to the land use plan and development stan ards for the planned community. Council The City Council hereby approves Variance 90-13 and Development Review 90-09 subject to the following conditions: within 30 days of approval: (1) The applicant shall submit in writing that all conditions of approval have been read and understood; and (2) the property owner shall execute a Covenant on Real Property. Parking spaces which are perpendicular to adjoining parking spaces or to building walls shall have wheel stops installed to prevent any overhang. The planter island at the southern entrance to this site shall be enlarged as illustrated on Attachment 6 of the staff report dated November 27, 1990. An acceptabl design for the six foot concrete tilt-up screening wal shall be submitted to the Director of Planning with n 45 days of of building permits. The wall shall ncorporate at least two of the following techniques to add architectural interest: Pilasters, inset sections, textured surface, or vines. An all-weather walkway shall be provided from the door at the southeast corner of the building to the parking area. Building colors are to be approved by the Planning Department prior to of building permits. Design, tion, and location of the trash enclosures shall satisfy the requirements of the Planning Services Department. Trash enclosure walls may be tilt-up panels to match the building or split face block. Revised site plans and building elevations incorporating all conditions of approval shall be submitted to the Planning Services Department prior to of building permits. A representative warehouse layout of aisle spacing and materials shall be provided during plan check. Prior to occupancy, all dedications shall be made and easements granted as required above. These conditions are based on preliminary plans provided by the developer. If site conditions vary from those shown on the plans, the development plans must be changed and may require additional approval by the City Council. Should this property be further divided, each final map shall be submitted for approval by the Director of Engineering Services.
