A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
SUPPORTING SB 117, APPROPRIATING $200 MILLION TO SUPPORT
THE QUANTIFICATION SETTLEMENT AGREEMENT (QSA), AND
SUPPORTING SB 317, PROVIDING LIMITED RELIEF FROM THE
CALIFORNIA FULLY PROTECTED SPECIES ACT FOR THE QSA.
WHEREAS, California's Colorado River water agencies (Coachella Valley
Water District, Imperial Irrigation District, Metropolitan Water District of Southern
California, and San Diego County Water Authority) and the State of California
reached agreement March 12, 2003, on a revised Quantification Settlement
Agreement (QSA); and
WHEREAS, the QSA provides f ;of the Interim Surplus
Guidelines and implementation of the Imperial Irrigation District and San Diego
County Water Authority water transfer, and is required t long-term,
reliable supply of water from the Colorado River to C -t the San Diego
region; and
WHEREAS, a reliable supply of water from the Colorado River is vital to
I and t prosperity in San Diego County, Southern
California and the State of California; and
WHEREAS, Colorado River water supplies provided under the QSA will
provide further statewide benefits by relieving p . ternative imported
water supplies, including those from the Bay-Delta region, the State Water
Project and Northern and Central California; and
WHEREAS, the QSA will resolve longstanding disputes regarding
Colorado R ;I California's Colorado River contractors,
resulting in greater certainty of water supply for each contractor, the region, and
the state; and
WHEREAS, execution of the revised 2003 QSA is conditioned upon the
California Legislature authorizing and appropriating $200 million in state funds;
and
WHEREAS, Senate Bill 117 (Machado, D-Linden) would appropriate funds
for this purpose; and
WHEREAS, execution of the revised 2003 QSA' Iingent upon
obtaining limited relief from California's fully protected species statutes; and

WHEREAS, Senate Bill 317 (Kuehl, D-Santa Monica)would provide the
required relief from the fully protected species statutes in return for significant
Iai benefits; and
WHEREAS, it is vital that San Diego's water agencies, cities, and
community organizations express support for the execution of the revised 2003
QSA, and for th :iuired 1 the QSA, including Senate Bill 117,
appropriating $200 million in state funds, and Senate Bill 317, which would
provide the required relief from the California fully protected species statutes.
NOW, THEREFORE, the City Council does hereby resolve, as follows:
Section 1: The City of Poway supports the appropriation of $200 million
in state funding, consistent with the revised 2003 Quantification Settlement
Agreement (QSA), and supports Senate Bill 117 for this purpose.
Section 2: The City of Poway supports th l of legislation
providing relief from the California fully protected species statutes for the QSA,
and supports Senate Bill 317 for this purpose.
Section 3: The City of Poway urges San Diego County's water
agencies, cities, and community organizations to join the City of Poway in
expressing strong support for the QSA by adopting Iions of support
and writing letters of support to members of the California Legislature.
PASSED, ADOPTED AND APPROVED by the City Council of the City of
Poway, State of California, this 24th day of June 2003. ~
