A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA
FINDING THAT THE EXPENDITURE OF REDEVELOPMENT AGENCY
HOUSING FUNDS FOR AFFORDABLE, SPECIAL-NEEDS HOUSING LOCATED
OUTSIDE THE PROJECT AREA BENEFITS THE REDEVELOPMENT PROJECT
WHEREAS, the Poway Redevelopment Agency (the "Agency") is a community
redevelopment agency organized and existing under the Community Redevelopment Law,
Health and Safety Code Section 33000, et seq; and
WHEREAS, not less than 20 percent of all 1 [ allocated to the Agency
must be placed in a fund (the "Housing Fund") and used for the purpose of increasing,
improving and preserving tl~ :y's supply of Iow- and mod housing
available, at affordable housing cost, to persons and families of very Iow-, Iow- and
moderat, ' and
WHEREAS, Section 33334.2(g) of the C th and Safety Code provides
that the Agency may expend Housing Fund Iside the Paguay Redevelopment
Project Area (the "Project Area") upon resolution of the Agency and the City Council that
the use will be of benefit to the Redevelopment Project; and
WHEREAS, on May 25, 1993 the Agency and City Council adopted Resolution Nos.
R-93-09 and 93-071 respectively, finding that the use of the Agency's Housing Fund
monies to increase, improve and preserve the supply of Iow- and mod '.'
housing available at an affordable housing costs outside of the Project Area and within the
City of Poway will be of benefit to the Project; and
WHEREAS, consistent with its Comprehensive Affordable Housing Strategy, the
Agency desires 1' rfordable housing opportunities for special needs populations,
specifically for those with developmental disabilities; and
WHEREAS, the Agency has been working closely with the Special Friends
Foundation, a California, 501(c)(3) not-for-profit organization, to identify properties suitable
for a group home that would provide affordable, supportive housing for six extremely Iow-
income persons with developmental disabilities; and
WHEREAS, in order to carry out and implement the Redevelopment Plan for the
Project Area and the affordable housing requirements thereof, the Agency desires to
provide a loan to the Special Friends Foundation for the acquisition and renovation of and
addition to a single-family dwelling located at 13411 Sagewood Drive that would serve as
affordable, special-needs housing for six extremely I persons with
developmental disabilities (the "Project"); and

WHEREAS, the Project is located within one-half mile of the Paguay
Redevelopment Project Area boundary and would benefit the Project Area by meeting a
portion of the Project Area's fair share of affordable housing and suppod' for
developmentally disabled persons; and
WHEREAS, the Project would provide affordable housing and in many cases
significantly reduce housing expenses for its special needs residents, and
WHEREAS, the Project ' I with the Comprehensive Affordable Housing
Strategy, approved by the Agency on February 26, 2002; the Redevelopment and Housing
Implementation Plan, approved by the Agency on June 29, 1999, and updated on February
12, 2002; and, the General Plan of the City of Poway.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as
follows:
Section 1. The City Council hereby finds that the foregoing stat
correct, and incorporated herein.

Section 2. The City Council hereby finds that the expenditure of monies from the
Housing Fund to provide a loan to the Special Friends Foundation for the Project is of
benefit to the Redevelopment Project for the reason set forth above.
