APPROVING CONDITIONAL USE PERMIT 91-01
PARCEL NUMBER 278-33-07 (PORTION)
WHEREAS, Conditiona Use Permit 91-01 submitted by the City of
Poway, applicant, reques s approval to establish an archery range
on a one acre site in he section of the Lake Poway
Recreation Area within t e Open Space zone; and
approval

the City Council has read and considered said report
and has considered other evidence presented at the public hearing
held on May 14, 1991.
NOW, the City Council does hereby resolve as
follows:

The City Council finds that the project will not have a
significant adverse impact on the t and hereby

The proposed pro ect will be consistent with the existing
general plan de ignation of Open Space and there is a
reasonable pro ability that the project will be
consistent with he proposed general plan designation of
Open Space - Recreational.
That the locat on, size, design, and oper ting

with and will no adversely affect or be mater ally
detrimental to a Jacent uses, residents, build ngs,
st or natural in that the proposed
use is compatible with adjacent open space and
recreational uses and the use is adequately buffered from
residential uses to the west.
That the scale, bulk, coverage, and densit- is
with adjacent uses, in that all developme t standards of
the Zoning Development Code will be met or the limited
improvements that will be made to the si e.
4. That there are available public facilities, services, and
utilities in the proximity to serve the proposed use.

neighborhood characteristics, in that adequate landform
alteration, safety, noise, and aesthetic mitigation

The use conditionally granted by this permit shall not be
conducted in such a manner as to interfere with the
reasonable use and enjoyment of surrounding residential,
and uses.
A temporary use permit shall be required for any archery
t 'ts that would expect to draw more than 75
participants.
The range may only be used by organized groups such as
the Boy Scouts, Girl Scouts, JOAD, FITA, or schools. Use
sh 11 be by prior application only. A p shall be
es ablished to ensure adequate sup safety and
ma ntenance. A fee for use of the range may be
bed by the City Council.
Any organized group using the range must submit an

Site shall be developed in with Alternative A,the
approved site plan on file in the Planning Department
realigning the archery range to the northeast and the
conditions contained herein.

contained herein shall be completed to the satisfaction of the

The equipment shed or cargo shall be earth tone in
color, placed in a low visibility location and screened with
drought tolerant trees.

Parking is to be limited to the existing parking areas within
the Lake Poway Recreation Area or the new parking lot near the
Op Center.

NO more than four vehicles shall be allowed to drive up to the
range on the dirt road and such use to be limited to

The dirt parking area near Lake Poway Road is restricted from
use except as may be granted by a temporary use permit.

Existing on-site trees shall be retained wherever possible
and shall be replaced on a tree-for-tree basis as required by
the Planning Services Department.

thriving condition, free from weeds, trash, and debris.

Grading of the subject property shal be in accordance with
the Uniform Building Code, City Gra lng Ordinance, approved
grading plan and geotechnical repor , and accepted grading
practices. Cut slopes shall be lim ted to a of 30
feet and fill slopes to 30 feet.
Monitoring of the initial grading of the site by a qualified
archaeologist is required.
The final grading plan shall be ubJect to review and approval
by the Plannin and Engineering Departments and shall
be completed rior to revegeta ion of the site. This plan
shall address he disposition o the stockpiled dirt north of
Lake Poway Roa and east of Blue Sage Road.

blasting. Seismic recordings shall be taken for all blasting
and blasting shall occur only at locations and levels approved
by the City Engineer.
A drainage system capable of handling and disposing of all
surface water ori inating within the property, and all surface
waters that may low onto the property from adjacent lands,

Engineering to properly handle the drainage.
Ail proposed utilities within the project shall be installed
underground including existing utilities along Circulation
Element roads and/or highways less than 34.5 KV.
Any security light fixtures shall use a clear, low pressure

The hours of operation for the archery range shall be daylight
hours only.
Persons desiring to use the range are required to check in at
the Lake Poway entry
Periodic monitoring of the range shall occur by park rangers
as notified by the entry station personnel.

WITH THE FOLLOWING CONDITIONS:
Roof covering shall be fire as per Building
Standards No. 3203(e) and City of Poway Ordinance No. 64.
The buildings shall display their numeric address in a manner
visible from the access street. Building addresses shall also
be displayed on the roof in a manner satisfactory to the
Director of Safety Services. Minimum size of building numbers
is six inches on facade of building.
The buildings will be required to install an approved fire
sprinkler system. The entire system is to be by a
central monitoring agency. A system post indicator valve with
tamper switch, also monitored, is to be located by the City
Fire Marshal prior to installation.
Material Safety Data Sheets shall be required for all
hazardous and/or toxic substances used in each building.
